County Home Rulo constitutional
amendment.
An act to amend section 10 of ar
tlclo XI of the constitution of tho
Btato of Oregon, granting liomo rule
to counties In the matter of building
permanent rontls and Incurring In
debtednefm therefor, and granting
counties power to borrow money, is
biio ncgotlablo bondB or other evi
dences of Indebtedness therefor, when
ko authorized by a majority voto of
tho electors of tho county, at either a
Bpcclal or general election; and em
powering tho county court of any
county to submit such question to tho
votorn at either a special election
called by said county court, or at a
general election, as provided In said
amendment.
Ho It enacted by tho people of tho
Btato of Oregon, that section 10 of
article XI of tho constitution of tho
stato of Oregon shnll be, and tho
same hereby Is, amended so as to
read as follews:
tt No county shall create any debts
or liabilities which shall singly or in
tho aggregate exceed the sum of flvo
thousand dollars, except to suppress
insurrection or repel invasion, or to
build permanent roads within the
county, but debts for permanent
roads shall bo incurred only on ap-
provnl of a majority of those voting
on the question, when submitted by
tho county court of tho county at n
general or at a special election called
by tho said court for the purpose.
Any county shall have power to bor
row money for tho building of per
manent roads within tho county and
may Issue negotiablo or other bonds,
or othor evidences of Indcbotdncss,
therefore, when so authorized by a
vote of a majority of tho voters of
said county. Any county court may
submit tho matter of incurring such
Indebtedness and of Issuing such
bonds or other securities to tho vot
ers of said county at any general
election by an order spread upon
tho Journal at least thirty days prior
to the holding of such election, such
order shall provide tho amount of
money to bo borrowed or Indebted
ness to bo Incurred, the form, terms
and conditions of tho bonds or other
securities to bo Issued, and tho max
imum rate of interest therefor. Tho
question of borrowing money or in
curring indebtedness and issuing
bonds or other evidences of indebted
ness for permanent roads within the
county may be, by such county court,
submitted to such voters at a special
election called for that purpose, by
tho entry of a like order upon such
Journal more than thirty days prior
to tho holding of such election, and
by giving at least thirty days notlco
thereof through tho clerk of said
county, the form of such notice to be
prescribed in such order of said
county court. Tho provisions of law
pertaining to tho holding of general
or special elections, or cithor, shall
govern special elections under this
provision when applicable. Such
county court may, In such order, pro
vide every detail concerning the form
and manner of issuing or disposing
of tho Hccurltles for permanent roads,
and any other bonds or other secur
ities so IsBiiod shall bo binding upon
tho county if Issued and authenticat
ed as required In said order. This
constitutional provision Is intended
to bo, and Is. self- executing. No court
shall declare It to bo inoperativo or
to requlro legislation Jn aid thereof.
It horeby amends and repeals all
constitutional amendments or provis
ions In conflict herewith, whether
submitted to tho peoplo concurrently
with this amendment or at any other
time.

'noon when a load of hay on which
they wore riding turned over in mid-
I stream. Anderson, a man of about

trapped beneath the load and drowi-
jed while Tohu Taylor, a boy of t'J
.years, was thrown violently into tho
'water bat managed to clamber up
sntoty. William Andoion. who was
nearly, rushed to their aid and suc
oocded in cutting the team loose, sav
ins: them.
The manner in which tho wagon
up-ot remains a mystery, although it
is believed that one of tho wheels
rolled into a hole, causing the top
he.nv load of hay to go over. Xo
damage was done other than losing
the load of liny.

GRANTS PASS, Ore., June 7.
Tho transformer house of the local
light and power company was struck
by lightning Just before noon today
and the city Is without electric light
or power. Three of the six main
transformers were burned out and
the building and switchboards wreck
ed. Tho three transformers will be
put in commission as soon as possible
and current for power may bo on
again' tonight.
Today's thunder storm was the
most severe of record here, the light
ning flashes being furious. No other
damage is yet reported.
Tho heavy rainfall was of great
benefit to growing crops.
