Tho Mail Tribune asked R L. iMcClure, who has made
a study of finanee,vto comment upon this county-bonding
bank scheme, which he lias done in tho follewing:
"Tho Scott initiative petition to establish a National
bank to be known as tho Taxpayers National 13ank of
Jackson County, Oregon, is
deserve criticism, except that the pa pel's give space to tho
publication of his ideas and for that reason tho absurdity
of tho proposition should bo exposed.
"There litis boon no provision in law for counties to
engage in the banking business. Tho banking business
consists in receiving deposits, loaning money, buying and
selling exchange, financing the credit and bond issues of
states and corporations, buving and selling securities
among varied and almost unlimited fields of operation
engaged in by the banks. If counties embarked in the
banking business, a limit would have to be fixed for its
operation. If it received deposits it would pay cheeks of
its depositors and loan money on securities, which alone
opens a question of risk to' make prudent men pause and
consider.
"The only function of the bank mentioned by Mr.
Soott is to save $90,000 a year interest, by issuing bonds
secured by $38,000,000 assessed valuation of Jackson
countv. The monov to be issued and used by the county
until the bonds mature when
and the bonds cancelled without cost to any one but tho
expense of printing.
"Fixing a standard of value, coining monev and regu
lating ihe value thereof is the
political government. Statesmen recognize the detects in
money, but the greatest economists and statesmen have
utterly failed to provide a remedy; and the politicians of
all countries have permitted financiers to dictate the laws
regulating money in the interest of financiers and bankers
at the expense of the people. In one item the people of
the United States pay interest on $20,000,000,000 of bank
deposits which are all fictitious money, there being only
.$1,000,000,000 gold coin in circulation, which is the stand
ard and the only real money in a panic.
"If Mr. Scott was playing the children's game of hot
and cold, he would be hot very hot. But if the child did
not know what interest was it would be searching in the
dark for the object, and although it might be close to it
would fail to find it and indeed it is close to him and
recognized by all who understand scientific money."
A CONVENIENCE TO GROCERS.
IN LENTIONING the grocers who still advertise in the
Mail Tribune, notwithstanding its support of the
public market, the names of Hutchison & Lumsden and
the Oakdale grocery were inadvertently omitted. Both of
these firms, along with the Allen Grocer company, have
been and still arc advertisers in the Mail Tribune and it is
hoped that their increasing trade will demonstrate to
other firms the value of newspaper space.
No progressive grocer should fear the public market,
even though he loses a little green-goods trade. It will
be a convenience to him, for he need not carry green goods,
with the great percentage of spoliation and loss, but can
fill his orders for produce at the market, saving him work,
worry and loss.
The market will bring in new trade to the city, trade
now going elsewhere, and if the grocers see to it that their
prices are as low as those in surrounding towns, they will
get the business.
The market will also be an aid to commission brokers,
for they also can buy direct from the farmer for shipment
without having to scour the country. There will even
tually be a surplus of produce offered, which will offer an
ojportunity for the growers or Wrokei-s to establish a
branch in Portland to "handle the surplus.
