stop all demonstrations "opposing
the government," Commissioner of
Finance Robert Fairley, today has
proposed to the city council resolu
tions incorporating measures prohib-
tins the carrying of a red flag in a
public street parade, prohibiting the
L W. W.'s from holding street meet
ings and requiring all street proces
sions to be headed by an American
flag twice as large as any other in
the parade.
