terest received from banks for county funds deposited,
and in April $32.G0 from (he same source. These are the
only records of interest ever received from county funds,
and proves that the county has been losing a considerable
revenue to which it was legally entitled.
Mr. Ooneiniller is serving his third term as treasurer,
and yet the county received no other amounts as interest
upon tho money it has had on deposit, either during his
regime or before. Mr. Cronemiller asserts that tho banks
paid no interest until January 1, 1912, since when they

have paid 2 percent on daily balances.
it the banks did not pay interest before this year, why
did not the treasurer exact it from them' Several thou
sand dollars could have been realized thus during Mr.
Cronemiller's regime.
It is customary for banks to pay for the use of public
fuuds any bank is glad to get them upon these terms.
The city of Medford realizes annuallv. quite a sum from
this source. The state of Orocron realizes quite a sum also
from the deposit of state
"When the banks, according to Mr. Cronemiller, volun
teered of their own accord (a custom banks have) to pay
the interest, and did pay it for January and .February,
why did Mr. Cronemiller withhold it, until threatened by
a taxpayer just before the primary election, when he
turned in the three mouths interest lumped?
"Why did not tJie expert, employed by the county to
audit its accounts, make known tho fact that the county
was losing its interest money when he made his first
examination three years ago, and his later examination
this year?
Another important leak that escaped the expert and
the treasurer 'too, is the keeping of large funds on deposit
that until recently netted the countv nothimr and now net
two percent, when the money could be used to redeem
outstanding warrants that cost the county six percent.
For instance, of the tax money paid in for state taxes,
o2,UU0 has been remitted
$20,000 in the treasurer's
warrants with this amount, paying the state out of the tax
installment paid in the fall, the treasurer is holding it to
remit with the balance next fall, and the count continues
the six percent payments on this amount of warrants.
The sheriff has had in his custody for over a month
approximately $100,000, which will be turned over to the
treasurer whenever the clerical work of writing out tax
receipts is completed. Under the antiquated system in
vogue, this is impossible for some weeks yet. This money
is on deposit jn various banks, but no interest is paid for
its use, and interest should be paid to the county for it.
The present system has been in force for years. It is
impractical and obsolete and modern business methods
should replace it, whereby the count' treasurer receives
daily all the cash taken in by all the oL'fittcs, and the
county realizes interest on its daily balances.
The sheriff's office should be separate from the tax
collecting department, and the office of county auditor
be created and the treasurer make the collections, with a
system whereby receipts can be issued and entries made
as fast as the monev comes in.

work. It is claimed that quick. dis
crimination Is ono of the pronounced
qualities resulting from it. Skill
with the hands Is necessarily an out
come. Tho handling of small seeds
and of various tools naturally devel
ops skill and agility. Systematic
methods also follow from tho natural
order in which tho operations con
ducted In the garden must bo taken
up. This not only develops a very
Important faculty, hut at the same
tlmo teaches the young mind a log
ical ocquenco based upon the natural
order of things.
Industry Is not an unimportant re
sult which comes from school gar
dening. The Idea of ownership and
the rights of ownership, which comes
from the possession of a garden, in
duce tho pupil to exercise his ability
to niako his possession as good or
hotter than that of his neighbor. Tho
natural result of this Is industry.
Business experience Is an Important
result of harvesting and accounting
for tho products which are grown.
Tho right of ownership and tho re

properly conducted. If the require
ments of the different crops In re
gard to preparation of soil, depth or
planting, date or planting, and man
ner or harvesting and training nro
all carefully observed, tho young
mind has Indelibly fixed upon It Im
pressions which will bo retained
throughout life. Tho cultivation and
management of theso crops in future
years will bo looked upon as a Kort
ot Instinct, tho tlmo and nt sinner or
acquiring this knowledge having,
porhaps, long ago been forgotten.
Tho skill and ability resulting from
tho use of various Implements con
nected with tho cultivation aro of no
mean significance.
In connection with theso opera
tions, the teacher can Illustrate the
good and evil effects from certain
methods of cultivation, of working
soil when in good and bad condition,
with tho consequent effects upon
growing crops; can Illustrate tho
value of deep and shallow tillage,
together with tho Importance of
maintaining a loose soil mulch for
tho conservation of moisture. In
(act tho school garden should bo
looked upon as a laboratory In
which tho different stops In tho life
of tho plant aro to ho Illustrated and
demonstrated. Tho nature of tho
soil, tho Importance of fertilization,
and tho conditions essential to ger
mination, us well as tho conditions
