the people of the United States as
low n merchandise rate as the actual
cost of the service will permit and
to base the charge upon the service
rendered, tils bill includes what Is
called a "zono" system, with rates
varying according to distance. This
plan gives thu advantage to the local
merchant, and yet provides much
lower rates for long hauls than the
rates now in force.
For example, the present rate on
morchandlsc is 1 cent an ounce, or
1: cents a pound, regardless of dis
tance. This is an absolutely unscien
tific rate. It now costs a resident of
a rural route 1C cents a pound to
have merchandise mailed to him

additional pound or 20 cents for 1 1
pounds, or about 2 cents a pound.
