To tho Editer: In tho Mnll Tribune
of n lato date I saw a notice that the
city council Intended to readjust the
water rates; If so a few comments
might not be out of order If the re
adjustment means an lncrea.o of
rates I beg to protest as I believe
tho present rates are illegal and more
than double what they should be.
The city charter provides that the
city council shall levy, n tax sufficient
to pay the interest on the bond Issue
for a water system. This being: done
thoro is no call for any further tax
on tho water users except for the cost
of maintaining the system.
The cost of maintenance is approx
imately as follows!

and the water rates should bo gov
erned accordingly.
Tho amount collected from the wa
ter users for the year ending Dec. 1.
1911, was rpproximately $27,000
(accurately $2C3tf0.51) or three
times the legitimate cost of mainten
ance of tho system; on that basis
the rates when readjusted should be
cut two-thirds (of courbe the expense
of relaying iron pipo on East .Main
Btreet to replace tho wooden pipo
last year was an unusual expense not
likely to occur again soon and should
not bo tho basis of etpense this year).
It has been the custom of the council
to make tho water revenue bear a
largo portion of other departments
of tho city. This is clearly Illegal
and not Just to the water users. The
charter and tho common law express
ly dcclaros that it shall bo unlawful
to transfer one fund to nuothur,
which means that U10 water fund
shall be kept separate from any other

policy of tho council was to eventual
ly make the wuter revenue pay ull

manifestly unjust to the water users.

An utter lack of patriotism, an hatred even of Old (.llory,
a distorted view of .society, a perverted "class conscious
ness" in a country where there are no classes in the old
world caste sense, a tearing down and destruction in which
the good must perish with the had. a justification even of
the "torch and the bomb, are all part and parcel of the
propaganda of human hate preached under the guise of
brotherly love by these followers of the red flag of
anarchy.
Self-respecting unions should follow the example of
the typographical and other conservative bodies and with
draw from the labor council, ere they are unwittingly
made to vouch for more treasonable sentiments than at
tempted destruction of the
m exchange tor calumnies.

WILSON AGAINST THE FIELD.
IX DEMOCRATIC ranks, it is Wilson against the field.
Developments certainly lend color to the assertion that
Clark, Harmon and Underwood have pooled their strength
against Wilson.
Where Clark is strongest, as in middle western states
like Oklahoma, Wisconsin and Kansas, Harmon and Un
dcrwood have withdrawn in his favor; where Underwood
is strongest, in southern states like Alabama, Florida and
Georgia. Clark and Harmon have pulled out; in Ohio and
eastern states where Harmon is the strongest, Clark and
Underwood have retired in his favor, thus concentrating
the opposition to Wilson in behalf of the candidate strong
est in that section.
The evidence is most conclusive of a community of in
terest among the supporters of Harmon, Clark and Under
wood, with a corresponding division of territory, not
withstanding which Wilson seems to have a clear lead
over all.

The little town of Bishop Creek,
Inyo county, California, like Med
ford, is situated In tho center ot a
rich agricultural and horticultural
section, with an Important mining
country adjacent, has organized au
association similar to tho Mining
Men's club, which today has 1000
members. Jim Butler 0 Tonopah
fame Is its president, L. C. Hall of
Alaska Is vice-president, while C. E.
Kuntze, a newspaper man, has been
elected secretary. Governor T. L.
Oddie of Nevada, together with other
prominent men of the arid section,
are named as its directors and splen
did results in getting investors into
that land bordering on the great des
ert are being achieved.

Medford is tho logical and geo
graphical center of the best mining
region of tne west, but owing to the
fact that the proper publicity nnd re
liable information concerning these
vast mineral resources having been
relegated to the rear, In order that
the horticultural interests could be
advanced, interest in mining here has
been allowed to lapse into Innocous
desuetude, with the result that today
Medford stands at the head of the
procession of horticultural sections
of the United States.
Now, however, tho fact is dawn
ing upon the progressive element that
the greatest asset that Jackson coun
ty has is Its mineral resources, hence
the organization of the Mining Men's
club.
Tho secretary is doing splendid
work, but in order to get the bent re
sults it is tho duty of tho business
men, tho real estate men, the banker,
the butcher, tho baker, tho candle
stick maker to assist in this most Im
portant und commendable undertak
ing. Help the Club Out.
The Medford Commercial club was
tho first to recognizo tho far-reaching
effects that the Mining Mou'h club
will have upon (ho futuro prosperity
of the Itoguo River country, and with
out hesitation they generously agreed
to mako a monthly contribution to
assist tho youngster until, such times
as it was (tlilo to navigate on its own
legs.
If you aro engaged in tho selling

Tho poultry demonstration car
equipped by the extension division of
the Oregon Agricultural college, to
be sent over tho Southern Pacific
lines for twenty-seven stops in differ
ent towns of the state, will reach
here on Monday afternoon at .1:30
o'clock. C. C. Lamb of tho college
poultry department will be in charge
and will be assisted by It. IJ. Thomp
son, Portland, a Junior in the agri
cultural course. Professor James
Dryden, head', of the poultry depart
ment, is to have general supervision
of tho trip, and has arranged an in
teresting program of lectures and
demonstrations for tho time the car
is to be in town.
First, there will be a lecture and
demonstration especially for tho
school children, which will last from
half an hour to an hour. Following
that there will be a half-hour lecture
for tho general public on "Poultry
Feeding," and afterward for an hour
or au hour and n half thoso Interest
ed will be given a demonstration and
a chance to Inspect the car of exhib
its. Another half-hour lecture for
the general public on "Housing
Chickens," and a demonstration and
exhibit of an hour or more will close
tho program. There will be oppor
tunity for every ono to ask questions
regarding the solution of problems
of their own particular location, so
that the greatest possible amount of
practical help may bo given to all.
Since tho car Is to bo In town for
so short a time, it will bo absolutely
necessary that the school children,
who ure to havo the first lecture,
should be there promptly. Superin
tendent L, R. Alderman has arrang
ed for this visit to the car wUh tho
teachers of the schools all along tho
