whether it is not a misappropriation of county funds
to pay road supervisors their salaries unless Ihey comply
with the law and erect sign boards at road crossing, and
therefore a. misdemeanor on the part of county officials
to pay these salaries when supervisors ignore the law.
Section (:u i ot Lords (ode reads as follews:
" lOvery supervisor shall erect and keep up at the forks
of every highway and every crossing of public roads, with
in his road district a guide or finger hoard, containing an
inscription, in legible letters, directing the way and speci
fying the distance to the next town or public place situat
ed on each road, respectively; provided, that the road
i supervisors shall not be paid after submitting their report
to the county court until they have shown to the satisfac
tion of the court that the provisions of this section lr.ivc
been complied with.''
Section OolS provides the following additional pen
alty: "Any supervisor of roads who shall neglect or refuse
to perform the several duties enjoined upon him
shall forfeit for every such offense not less than 5 nor
more than $50, for the use of his county, to be recovered
before any justice of the peace having jurisdiction ot the
same, m the name ot the county ceurt: and it is hereby
made the duty of the court to sue for the same: provided,
that if any supervisor conceive himself aggrieved by the
decision of the justice of the peace, he may appeal to the
circuit court, as in other causes."
These statutes like many others, have been more hon
ored in the breach than in the observance. Not a county
in Oregon has enforced them. It would be straining a
point to say that failure to

reason whv thev should not be enforced. That is what

The law gives Mr. "Walden and other taxpayers a rem
edy however. Upon complaint the count v court would
have to act under section 1)318, while any taxpayers "can
enjoin the county officials from paying any supervisors
until they have complied with the iaw and erected sign
posts.
It is certainly the duty of the prosecuting attorney to
inform taxpayers concerning the law. That is what h is
elected for.

OPPORTUNITY
TIIE Lord helps those that help themselves.
Medford has a chance to help herself and all southern
Oregon as well.
Medford can build a railroad to the 131ue Ledge, open
ing the greatest copper mining camp in the northwest,
developing the greatest natural resource, providing work
for many men and prosperity for the community.
Medford has waited for ten years for the .Southern
Pacific to Imild this branch feeder and it can wait ten
.years more with the same result nothing doing, unless
Hill started a line.
Medford has waited three years for the Hill system to
build nothing doimr until the Pacific and Eastern is com
pleted to a junction with the
if the Hill system built it but it will be the best of all if
the people built it themselves.
It will arouse us from our unwonted lethargy, unite
tho people for the common good as they have not been
united for months. It will still further develon the Med
ford spirit the unselfish one

A united community, pulling together, can accomplish
any end and fulfill any hope and the building of a railroad
to the Blue Ledge, is an object worthy of tho utmost effort.
What Medford has accomplished so far, she has ac
complished alone, without help from without. She has
grown almost overnight from a stragL'linc unkempt village.
iiito the best paved, sewered and watered city of her size in
the world. Medford is now a well known name throughout
the country and Medford citizens accomplished it by
their own energy, stamina and brains.
"She flies with her own wings" is the state motto ol!
Ui'egon, but .Jackson county is the only part that really
flies with her own wings, and the time is'ripe for her great
est flight.
The railroad to the Blue Ledge must be built and
Medford must build it. Opportunity is knocking, let us
open the door. ,;( '.
THE QUICK OR
AN EFFORT has been and is being made lo unite the
rest of the county against Medford to have the coun
ty line up politically with Ashland as against this citv.
One of the sponsors of this movement is the Ashland Tid
ings, which has dubbed Medford "His Swineship."
Ashland for nianyvcars controlled the politics of the
county and was supremely selfish in its control. The
remnants of the old political ring seek to renew this con
tra I and to this end have named George W. Dunn as their
candidate for county judge.
There is no reason why
to arouse uie rest 01 the county against Metjford, except
the village animosity and jealousy with Avhieh Ashland has
long regarded Medford. As a matter of fact, Medford has
done and is doing far more for evary section of the vallev
than Ashland ever dreamed iof doing.
Medford money and Qncvt;y have given the stimulus
that increased population and raised valuations of all

instead of cooperating in creative development work.
What did .Judge Dunn ever do for any portion of .Jack
son county, during his life long residence as a citizen, or
in his official capacity as county judge ( What move did
he ever originate or promote or assist for the upbuilding
of Jackson county
Tudge Dunn points to his record, which only shows
the negative virtue of economy and inaction. His path is
strewn with the blighted buds of lost opportunities. lOven
when Jackson county woke up and began to do things
he continued in slumberous lethargy and played no vital
part in its development.
