A BUSINESS
NOW Hint there is slight prospect of exlensive rond
work the coming summer, the time should ho utilised
in making ready most thoroughly For the highway con
struction temporarily delayed by the supreme court,
A thorough survey of the proposed system of, perma
nent highways should bo made, and estimates furnished
as to cost of each road, with data regarding most available
and best suited material for surfacing.
.In other words, detailed plans should he worked out
for each stretch of road contemplated and tho estimates of
cost thus furnished should form the basis of the bond
tesuo deemed essential to construct the same.
JW preparing complete surveys and specifications in
advance much time and money will be saved when actual
construction is commenced. .Moreover, all will know in
advance approximately what each mile of highway will
east, how much money is needed and where the money
will be spent.
llighwav construction should not be gone at blindlv.
It is a business proposition to the taxpayer, ;just as street
paving is to the city property owner, and as the city
owner knows in advance what the improvements will cost,
so should the county taxpayer.
The county court had asked the cooperation of the
federal government, and request I'd that a road expert be
sent, in case the bonds were held legal, to go over the
proposed system of permanent roads and make recom
mendations. This cooperation was promised, and only.
awaits iormal application.
Now that the bonds have hecn declared illegal, and an
enforced delav follows, there is no reason whv the count v
should not be benefiting by this federal cooperation. It
will be forthcoming if requested, it will cost the county
comparatively little and be of inestimable value in future
construction.
The county court should secure at once the services of
oi'o of the government experts, who will bo sent upon re
quest by the good roads section of tho Department of
Agriculture, and have complete surveys, specifications and
data prepared, so that when it is possible to issue the
bonds there need be no delay.
