fruit districts of the northwest, the
plan to merge Hood Wiver, Wonutchee,
lnknua and Rogue River district
into one great .selling agency has
struck a snag and it mny be that
the plan will be balked. Manager

River, where the opposition is said
to be centered.
There will be a meeting of npplcinen
at Hood River next Saturday to pas
upon the subject. A committee was
in Portland rocontly and investigated
the operations of the Northwestern
exchange, and this committee will re-
)ort to the Hood Rivor union at Sat
urday's, meoting.
It is known, however, that thore is
a strong sentiment in the Hood River
union against the contemplated pur
chase of the exchange, and it is prob
able the meeting Saturday will bo an
exciting one.
The opposition to tho plnn is not
only nt Hood Rivor, but also at We
natohec, according to roports. It is
said that growers in that section, who
have been approached on tho subject,
have refused to give tho plan their
assent.
The opposition to tho purchasing
of the Northwestern Fruit exchange
is based on tho fact, accordinir 10
apple growers, that tho exchange has
nothing to sell that the unions them
selves cannot secure without cost.
Its principal nssets, in tho opinion
of these npplemcn, arc its trade con
nections in tho east, and tboso or
similar connections can be obtained
by the unions without the necessity
of buying tho capital stock of tho
local exchange. Tho Northwestern
Fruit Exchange is capitalized at
$100,000. It is not known what
price tho directors have fixed upon
for a controlling interest.
Even if this part of tho plan is dis
carded, it does not follow that tho
proposal to inorgo tho "big four" into
ono largo selling combine will be
abandoned. With a largo crop prom
ised for tho coming soason it will bo
found ndvnutngeous to got the va
rious unions together on a common
selling basis, so as to regulate the
movement to tho various eastern mar
kets and tuko advantage of the best
selling conditions.

In a mild report submitted to con
gress today tho Iioubo commltteo on
expenditures In tho agricultural de
partment exonerated Dr. Harvoy Wi
ley, chief of the bureau of chemistry
and government puro food expert, of;
'extravagance In expenditures, and
practically admitted ihe legality of
tho Itemsen board. Tho report de
clares, however, that such a powerful
body should be created by legislative
enactment, and not by executive or
der. The report says:
"The committee Is of Ihe opinion
that the board .may have been created
to aid tho secretary of agriculture In
tho discharge of duties In his offi
cial capacity under tho law. But It
raises the question of Its legality on
the sole ground of determination ot
general questions to be submitted ha

The committee declared that the
Remsen board was not authorized to
make decisions regarding prosecu
tions under the pure food law. Refer
ring to the charges that Wiley ille
gally employed Dr. Rusby, tho report
said: -
"Tho charges of conspiracy aro not

cused officials were actuated solely
by a desire to procuro efficient assist
ance under terniB and conditions
