Nows appears to take ' exception to
tho county court's ruling In tho J. W.
Hayes matter and laboring under a
delusion or misinformation, so would
like to give a few facts from the
shoulder to try and set It straight.
In the first placo tho court did
not start tho trouble. I brought tho
matter up myself and was accused
by tho court of being "sore" nt Hayes
as my reason for investigating the
matter.
Tho News carries tho Idea that the
overdraw of $126.14 covered the cn
tlro season's work, when as a mat
ter of fact It occurred during tho
alleged contract ot connecting tho
Meadows-WoodvIIlo road.
Now, a word tibout tho centract:
It appears tho county judge had a
verbal understanding with Mr. Hayes
(without knowledge of tho county
commissioners) that ho was to re
celvo ?700 and 1000 pounds of pow
der from tho county, and a donation
of f 300 from Woodvlllo.
Tho evidence shows ho charged
tho county $3 per day for bis own
time, $2 a day for a cook, $2 for
n camp boy, padded the tlmo of at
least two men, charged part of the
crew $1 a day for board, charged
part of tho provisions to tho county,
and left several unpaid bills in tho
Meadows, tsomo of which aro still
unpaid.

census of 1910 gave SS10, an increase of MI percent in
ten veal's, tho greatest increase of any city in the north
west, and with one exception the greatest in the United

over 75,000 acres of commercial grchavd, principally choice
apples and pears. For three, years Rogue river apples
have won first prizes at apple shows and for six consecu
tive veal's local peal's have held fhli price record of the

Medford is the center of a timber belt containing
22.000.000.000 feet of merchantable timber, largely sugar
and yellow pine. It is surrounded by a rich mineral dis
trict' which has produced upward of $05,000,000 in placer
gold.
In the past four veal's Medford has spent $1,718, 1 JW
in public improvements.
Medford has 16.77 miles of streets paved at a cost of
$S24.307.

THE RETIRING COUNCILMEN.
APU13LTO vote of thanks should be given bv the citi
zens of Medford to Messrs. AV. r. Eifert, II. U.
Wortman and P. E. Merrick, retiring councilmen, who
have labored so long, steadfastly, unselfishly and effi
ciently for the city's development and welfare. Mr. Eifert
has served the people for nearly five vears, Messrs.
"Wortman and Merrick for
their labors is everywhere apparent.
When these gentlemen were first elected Medford was
a straggling town of about 3500 population, with not a
paved street, with a tin water system supplying Bear creek
drainage, with a single short sewer and a miserablv ineffi
cient municipal lighting plant. Today Medford is tho best
paved, watered, sewered and lighted city in the country.
But the great monument that perpetuates the labors of
these three councilmen is the gravity water system the
best financial investment the city ever made, which is
rapidly working a transformation in the appearance and
attractiveness as well as the health of the city.
The water system is peculiarly the project of these
former officials. They were the original water commit
tee, appointed to examine, and select an adequate water
supply, as well as secure rights of way and oversee con
struction. The7 secured water from tho Little 13ut,te.
creek, fed by the snows of Mount McLoughlin, built 2.'
miles of gravity mains and an adequate reservoir, expend
ing $275,000 in the work. The .gravity pipe has been sup
plemented by a distributing system consisting of 27.4
miles of cast iron mains costing $244,500.
Since the completion of the gravity system IS months
ago, water users have quadrupled andthe water system is
not only paying its own bonded indebtedness and laying
aside a sinking fund, but paying in addition a large part
of tho interest on the city's other indebtedness. Lawns
are now possible all over the city, as well as avenues of
shade trees, while in six months there has not been a case
of typhoid fever.
The water system is designed ' to supply a city
of 25,000 to 30,000 people, showing how the committee
planned broadly for the future and its needs. And this
represents only one of the many activities of these coun
cilmen. The new council will have to hustle to equal this
record.

GRANTS PASS, Jan. 17. The sum
of $30,000 will bo expanded on coun
ty roads by tho county court during
1012, statos Judge Stephen Jewell.
Thlg sum will not be adhered to to
tho cont or dollar, but represents
about tho amount which will go into
road construction and improvement.
This does not, of course, take Into
consideration the proposed bond Is
sue. The county court has abolished the
toad tax In voguo heretofore, Com
missioner Woodcock, in explaining
this action of the court, stated that
