LACKING IN POLICY
BBKLIN, Dec. 19. Declaring that
the United States docs not dare to
go to war, and that President Taft
Is tho laughing stock of Europe, the
Berlin Post, one of the conservative
papers of Germany, denounced to
dny that country as absolutely lack
ing in political good manners in
abrogating the treaty of 1832 with
Itussia.
"Tho United . States has always
been noted for Its lack of culture
and breeding aud Its failure to have
any conception of good manners in
political affairs," says tho Post. "The
action of President Taft is a shining
example of ehlrt sleeve polities, and
shows that the supposedly conserva
tive president possesses tho rough
cowboy spirit which Is flourishing In
Amorlcan political circles."
