Commission government is devised to simplify ( govern
ment and concentrate authority and responsibility. By
these means, a more efficient and economical administra
tion is apt to be secured.
But tho success of the commission form must depend
entirety upon the personnel of the commission. As long
as the commissioners are selected because of thuir popu
1: rity rather than because of their ability, just so long
will the government be full of flaws.
A man will be no more honest or capable because ho
is labelled commissioner, than if he bo labelled mayor or
councilman. iSeither will a lat salarv add to his elhe.iency,
for the best administration m the world is that given by
the financially disinterested and public spirited, who give
their labor freely without compensation.
When the American people finally determine to secure
efficiencv in city government rather than political excite
ment and slip-shod methods, thev will follow the lead of
big corporations and employ a trained expert, as the Uer
nians do for their cities. There tho business of adminis
tering civic affairs is a recognised profession and mayors
go from one city to another according to their record for
making good, as railroad men go fi'om one system to an
other upon their achievements. '
If it is a good plan to concentrate authority into a few
executive heads, it would be si ill better to concentrate it
into one head, and that a man? trained for it, whose entire
life has been devoted to it who would in short, be the
business manager for the community. Here, tlien, is the
real business administration.
Medford has fared prettv well under its present sys
tem, mainly because it happened to set the riyht men. The
success of a commission form would depend entirely upon
getting tho right men for it and it is an open question
whether or not they w.ould lie secured in the helter-skelter
ot political topsy-turvy attending an election.
Citizens, of Mcdford are under great obligations to
members of the ju'escnt very efficient city government.
Millions of dollars' have been spent in public improvements
without a tinge ot scandal or suspicion of gratt and good
results liavo been secured for the investments made. In
spite of the huge expenditures, tho credit p,t" the city has
been maintained, bonds are selling above par and warrants
at par.
It is only a few years ago that Mcdford was a strug
gling, hopeless nmdhole in winter time with a population
of a quarter of its present population, with few cement
walks, an apolog3T of a water si'stem, without an adequate
sewer system, without paved streets, with few attractive
homes and lower lawns. In those days city bonds sold be
low par, and city warrants were worth from 20 to 30 x)er
cent less than par.
Mcdford is the only city in-southern Oregon to spend
half a million in the water system, to pave 20 miles of
streets, to improve in every way possible for the small
city, and to do it all at a profit. In all other towns, war
rants are below par, and inefficiency in financeering and
administration apparent.
The terms of three of the councilman, who have for
four years unselfishly devoted their time and attention
to public affairs, expire in January. They are Mcssis.
Merrick, Eifert and "Wortman. They are the original
water committee, who planned and had charge of the
gravity water system and its construction. Its success is
largely a tribute to their efforts.
It is not likely that any of the three councilmcn will
consent to serve another term. All were reelected two
years ago under protest and only consented to serve in
order to complete the system of improvements begun by
them. But it is to be hoped that they will reconsider and
remain in office for the continued welfai'0 of the city,
giving the municipalitj- the belief it of their experience and
ability.
In the election of their successors, great care should
be exercised. The men who seek such an office are not the
men needed by the city. They usually have some selfish
ends to seek, some ax to grind that docs not add to tho wel
fare of the community. Partisanship and good-fellowship
should not be considered but the choice narrowed to those
who can and will make for the common good.
