road commission are in intent the equalization of carload
and less than carload rates on the basis of equity to the
carrier as between the cost of handling less carload and
carload shipments and of communities in the establishment
of a one scale of class rates Cor the entire state; in other
words, tl-e abolition of what uninformed agitators and
privilege seekers commonly pall distributive rates. The
constitutional guarantee is individual equality, and as a
community is no more than collective individuality pre
ference is prohibited in the granting of one schedule of
class rates to one community and another schedule to
another, as obtains in the State of Oregon.
Por nearlr a vear the Oregon state railroad commis
sion has had the 'Medford cases before it, without acting
upon them, or granting relief prayed for. There is no
reason whv it should not render a square deal decision,
establishing uniform distance class rates, which are just
to all, and do not permit the upbuilding of one city at the
expense of the rest of the state.
It is.because no relief has been granted and such a

.bureau has taken the lead and will ask the co-operation
of the interior towns in suonniuiig an initiative pui-nun
to the voters of Oregon, establishing a maximum distance
table of rates to be applied for the entire state, and pro
hibiting any deviation from this schedule in the granting
of lesser distance class rates. Equitable rates for all, one
schedule of distance class for the entire state, will be the
slogan.
