the title of ji booklet issued by "William Parker in
which is condensed much that the 2St"ail Tribune has for
years been preaching to the people of Bedford. It is to
the effect that cities are made by the men in them, that
they become great or small according to tho will, brains,
and enterprise" of their inhabitants. That optimism team
work and faith are essentials, and self sacrifice, civic
pride and loyaltv mdispensible.
Mod ford's future lies with its citizens as they prove
themselves capable or incapable so will the city grow or
mark tune. As they solve the problems presented, the
development of the country, its natural resources and its
settlement, just so will this city prosper. Any destiny
awaits it that its progressive people determine upon. As
Mr. Parker truly says:
"Wherever men say a city shall be built, on that spot it
will rear its towers and domes. It nrtiy not be tho spot
most favored bv nature, but if it is the spot determined
upon by men, the city will arise out of tho magic of men's
activities.
The most favored spot in the world would never be
come a city if men shunned it.
The only limitations upon the growth of a city, as his
tory proves, are those fixed by tho people who compose
that city.
Cities grow into greatness and maintain it, according
to the faith and works of their people. Cities slip back
ward and fall into decav or dissolution as the activities
of their people are lessened or withdrawn.
The site of the greatest citv that the world ever saw
is now a teuantlcss waste of ruins.
Cities grow and halt and slip back and take a fresh
start' and grow again, and become greater than" ever, or
fall and refuse to rise, as the history oFthe world attests.
Their progress or their retrogression is exactly measured
in response to the attitude of their people.
The possibilities of a city are encompassed in the
minds of its citizens.
" The mental attitude of its people is the foundation up
on which the material enlargement of the city is constructed.

wondered why no spring chickens
''have apopnrcd in the market, and to
day tho reason was ascertained.
When tho Dupout Powder mills at
.Pleasant Prairie, Wis., blow up last
have appeared in the murket, and to
buildiugs for -5 miles in every direc
tion. No thought was then given to
the hundreds of thousands of hens
which loft their nests and wandered
dumbly about for hours, The hens
finally returned to their jobs of

ATTENTION is called to the communication publish
ed elsewhere, regarding the Willow Springs canyon
fire. This fire, from a small start a few days ago, when
a little eitort would have controlled it, has attained con
siderable dimensions. It has already destroyed one arm
house and threatens others. Unless it burns itself out,
it may blaze away all summer.
The attention of the forestry bureau at Medford was
called to the fire, but as it was not in a national forest,
the supervisor stated that it was out of his jurisdiction.
If a strong wind from the right direction should blow, it
might reach one of the national forests in a blaze several
miles wide.
There is a private fire patrol, organized by timber
owners, which looks after fires in certain districts where
the members have interests. As none of the members hold
ings arc in this burning district, of course no assistance will
be rendered from this source for the Willow Springs region.
The State of Oregon appropriated $50,000 for fire
fighting at the last legislature and a chief forester was
named, but aside from flooding the newspapers with mat
ter whose free publication is asked, nothing seems to have
been accomplished in the line of real fire fighting.
Here we are in Jackson county with three forest fire
fighting organizations and a forest fire raging and no
help from any source in extinguishing tho flames. Yet
when the government timber or the big timber owners
property, is reached, the public will be expected to rush
to the rescue, troops and militia will be ordered out and
tanners dratted to fight the i lames.
It makes a difference whose forest is burning.

any definite action. It seems that
the burning district is "without his
jurisdiction, that perhaps tho county
or owners might be induced to do

Meanwhile the fire is

menace, hardly anybody seems to
know or to care about it.
