These lands were purchased by or for
mo notorious lieu land operators, lien
son and Hyde, whom tho federal govern
ornment has been trying and has par
tially succeeded In convicting for con
spiracy to defraud it of Its public hinds.
"Tho lands covered In this list are
within the Cascade foiest reserve, and
were purchased by these operators, and
In fraudulent manner, for tho purpose
of being used as base or scrip for In
demnity selections, and hnvo already
been used for that purpose The gov
ernment, however, after thorough Inves
tigation nnd discovery of tho fraudulent
character of the applications by which
these school lands woio purchased from
tho state, Is taking steps toward setting
nsioo patents to tho lands given In lieu
of theso said school sections.
"If there Is fraud sufficient, and there
undoubtedly is, to Justify the federal
government In setting nsldo Its patents
to tho lieu lands, thero Is surely fraud
sufficient to Justify the state In bring
ing suit to set nslde tho deeds from the
stato to Benson nnd Hyde.
"Should tho stato recover title to these
lands they may bo used as basis for
Indemnity selections, anil at tho present
price of base would net tho stato easily
nbout $750,000.
"Thero has been sufficient evidence
gatbciod by and now on fllo with the
Btato nnd federal land depaitinents to es
tablish tho fraudulent character of the
applications to purchase- these lands. I
would ask, therefore, that you tnke sucli
action as In your opinion Is necessary

bonds of the city of SIcdford, Jackson
county, Oregon, and directing the adver
tising of the same for sale In accord
ance with sections 110127 of tho char
ter of said city.
The city of Medford doth ordain as
follews:
Section 1. Whereas, tho city of Med
ford has heretofore duly caused water
mains io bo laid In ccrtnin streets of said
city, and tins duly nssessed the cost
thereof to tho property benefited there
by. In accordance with tho charter of
said city and, whereas, certain owners
of certain pieces of property each ns
so sed for such Improvement in a sum
exceeding $15.00 have duly mndo nnd
filed application to pay said several as
sessments In Installments In nccordnnco
with section 120 of said charter; and
whereas, a water main Hen docket has
been duly made up In nccordnnco with
the provisions of snld sections of said
charter, and the totnl amount of unpaid
assessments for such water maths, and
for which application to pay undor the
provisions of said sections above cited
lias been made nnd filed as aforesaid, Is
tho sum of $5,000.00;
Now therefore, said city of Medford
doth ordain as aforesaid, that thero Is
hereby authorized to bo Issued bonds of
said city In tho total amount of $5,000.00
