npUAT snobbery is prevalent at the naval academy at
- Annapolis is proven by the insult ottered to Miss
Mary II. Beers, whose midshipman escort to a dance at
the institution was notified by an academy otficial that
she should not again be admitted because of her occupation
as governess.
Jn the scandal that followed, Captain J". M. Bo wye r,
superintendent of the academy, sent a letter of apology
to Miss Beers, giving as a reason for the insult "misun
derstanding of her status," in other words, thought she
was an ordinary woman who toiled for a livelihood.
Miss Beers happened to be the daughter of the head
professor of ICnglish at Yale. She is also a college graduate,
and distinguished as she is by birth and education, amply
qualified to teach manners to the Annapolis snobs. Be
cause of her position, the apology was forthcoming. But
would it have been for any other girl, committing the sim
ilar crime of earning her own living'? Hardly.
There is no reason why those in army or navy should
plume themselves upon position. They are the kept men
of the nation, and have no excuse for looking down upon
their providers. Fed, clothed and educated at public ex
pense, they are not thereby justified in becoming upstarts.
Someone has labeled these cadets "millinery sprigs,"
and it is a fit one. Their sole clajin to aristocracy is the
brass buttons furnished by an indulgent people, whose toil
supports them, and yet whoso labor is disgrace sufficient
to bar them from their Junctions.
What cheap imitations of European caste systems the
great republic, with its army of idle rich, is furnishing!

Tf ONIDY was never more plentiful in the east than it is
at present and never scarcer in this section of the
northwest.
Interest rates arc making new low records cast hut
still keep up their high rates here. The reason is that
times arc dull in the east nothing doing much little call
for money, while times are lively here, the extensive devel
opment under way and the material progress of the country
calling lor every cent that can he secured.
Tariff revision, railroad legislation, presidential elec
tion ahead, are some of the reasons given for quiet times
in the east. "Whatever the cause, there is no question thai
while the country is prosperous, business east is remarka
bly dull.
What our banks and bankers must do is to secure some
of this cheap eastern money for investment in this terri
tory. No section can be fully developed upon its own cap
ital. The northwest needs the money and is willing to
.pay good rates for ii. It must have it to maintain its prog
ress. It is up to our financiers io supply it.
The Commercial and Financial World of New York
tells of the dull conditions and of lhe surplus of money
and cheap interest rates as follews:
"Following (he Master holidays Ihere has been a week
of remarkable dullness, even for' a dull year. On Friday
things in Wall street came almost to a standstill and the
market was almost motionless most of the time. Price
changes throughout were unimportant, and it was evident
that none of the leaders who ordinarily show passing in
terest in even a very dull market, w'as taking a hand in the
proceedings.
"The congested state of the country's money markets
was plainly indicated in the week's preliminary estimates
of the movements in cash, which showed a gainto the New
York banks of nearly .$10,000,000. The influx from the
interior was abnormally large for the season, and the mid
dle west was practically responsible for the great influx of
currencv.
"Western count ry banks are piling up balances with
the Chicago institutions, and these in turn are seeking New
one as an outlet lor the employment ol some of their idle
money. The highest rate publicly quoted of late has been
10 cents premium.
"The natural effect of all this is a continued tendency
to new low records for money rales. This was felt on the
local market, on Friday, when six months' money loaned
at II per cent on all industrials. Heretofore the three pci
cent has been made only on regular mixed collaterals and
according to precedent money at tt per cent on all indus
trials would be equal to 2 ft-l per cent on mixed. Yeai
money loaned at '. 1-1 per cent equaling the previous low
records made some time since."
