with having encouraged this Jnpn

point out 'the danger to the United
States of this movement. .
This is tnken here as partially ex
plaining the concentration of the Pa
cific fleet at San Diego and tho mob
ilization of troops near Los Angeles.
That the mobilization is'not in any
way the result of the excuse that
tho Imperial valley dam is menaced
is beliovcd here. This is n compara
tively small proposition nnd would
call for no such concentration at
that in progress. Beside it is ad
mitted that Mexico could easily pro
tect American interests there which
so far havo not been seriously men
aced. When all tho ground is scanned
public, sentiment generally is that Ja
pan in somo way is concerned in nil
the hury. It is l'emembered that the
Jnpancso war party hns publicly de
clared that tho mikudo must strike
before the Panama canal is com
pleted and the United States, it is
said, must bo prepared to nvort anv
impending movement of nny power
with Moxico as a base.
With rumors of war surrounding
him on every side, .Acting Secretary
of State Huntington Wilson is today
in a most trying position, nnd Sec
retary Knox is expected to return
hastily from Palm Bench, Yin,, to
tako hold.
It is learned today on excellent
authority that roports of secret
agents on tho situntion aro tho cause
of tho suddon movement of troops
These roports reached tho state de
partment on Monday nnd of so grave
a nature were they that tho orders
for the mobilization wore at once is

Tho matter was called to the atten

TO TROOP MOVEMENT
SAN ANTONIO, Toxas, March 8.
Travelers returning from Mexico be
lievo that the sudden mobilization of
troops on tho Mexican border is the
result of information that Moxico is
preparing to ccdo or lease Mngdalena
harbor and its islands to Japan as a
naval base. Tho harbor hns been
used as nn American naval base.
A financial agent of concerns hav

MOVE ABSORPTION OF
MEXICO BY U. S.
LONDON, March 8. The mobili
zation of nearly 110,000 American
troops on tho Mexican frontior is the
beginning of American absorption of
Mexico, according to public opinion
hero today.
Reports are persistent hero thnt tho
British foreign offico has notified
Washington thnt unless British inter
ests in Mexico nro protected England,
will land bluejackets m Mexican
ports. It is considered most signifi
cant that the mobilization of troops
in Texas caused no officinl surnriso
here, nnd it is strongly intimated that'
Washington has proved dilatory and
that this sudden action was finally
tnken on tho strong indication by
England that tho tihio had como to
act.
The Post says editerially:
"If tho United Stntos invades
Mexico it is not likely thnt it will
bo within tho power of tho govern
ment to set a limit on tho conse
quences of its action."
Tho Globe says:'
"Tho massing of American troops
on tho Mexican frontier is a sign of
possible interference which it is im
possible to disregard. The Moxicau
situation is such thnt outside condi
tions would only iutonsify interna
tional dissensions."
