GOOD road advocates should inaugurate a concerted
movement to. secure a special session of the legisla
ture for good roads legislation.
This can be accomplished if good roads people in every
locality will pledge their legislators to attempt no business
during the session other than that concerning good roads.
The session need not last more limn a day. The bills
can be prepared in advance, and agreed upon. All the
wangling between conl acting interests can be terminated
by conferences ahead of the session.
(lood Roads association representatives, grange rep
resentatives, the highway committees of both houses and
the governor can prepare measures satisfactory to all in
advance. The legislature can meet and pass the bills with
out discussion and adjourn.
Neither the people nor the governor would sanction
i special session so that politics could be played lor an
indefinite length of time at the people's expense, but uni
versal approval would greet a call for good roads legisla
tion only.
Lack of good roads legislation will hold back the devel
opment of Oregon for two years. It is the most important
subject before the state and means more to the state than
my other proposed legislation.
Uy a majority of 18,000, the people in November voted
fo amend the constitution so that bonds could be issued
bv counties for road building purposes. Hut no count v can
ssue bonds because the legislature failed to pass an ade
piate enabling act.
Must Oregon wait two years more for its good roads
We hope not.
