buildings aro Justly proud of thorn,
but It Is equally true that in tho west,
as well aB In tho east, very little ef
fort hnB been mado to so locato them
that their leal beauty can bo apprec
iated except at close range, no at

possible because of tho manner in
which tho streets nio laid out. Again,
It frequently happens that a public
or qunsl-puhllc building, such as a
library or theatre, Is located in
Juxta-poBltlon to othor bulldlngB of
meauor appearance, so that a moro
or less'olaborato facade Is all that Is
visible, and the balance of the build
ing 1b hardly worthy the name of ar
chitecture, lly placing such buildings

especially where the approaches to
