I lie constitutional bonding amendment requires an en
abling act to become effective. No county can take ad
vantage of it unless such an act is passed. The expendi
ture of the money raised by bonds should he under direc
tion of a state board, otherwise there will be i'ifty-seven
different varieties of highways, and Jew of them satisfac
tory, instead of a uniform system. Prisoners should be
worked on the highways, both for their own and the public
good. The state should co-operate in highway construc
tion where the road built is a state highway.

NOTHING injures pavement more than lo let mud ac
cumulate thereon. K rois and deteriorates the sur
face, shortens Ihe life of ihe pavement, besides detracting
from the attractiveness of the city and inconveniencing ihe
public.
With so many unpaved i borough fares dumping their
filth upon the pavement, and with the lack of adequate
storm sewer facilities for drainage, ihe problem of keeping
Bedford's streets clean is a difficult one. Flushing is the
only successful system of street cleaning, and on many of
the paved streets (his is impractical at present, no drain
ago system being provided to carry away the surplus
water.
Flushing is, however, practical on many streets, and
they should bo frequently washed, especially in (he busi
ness section, as they are in other cities. BidiuMUhic surface
does not seem to stand up well under a strong force of
water, but the contractors are being paid an annual amount
for keeping the pavement in repair, and they might as
well be given a chaneo to earn it.
Hydraulic (auk wagons, which force (he water out
under pressure produced by revolution of the wheels, have
been found very successful in many cities, economical of'
operation and superior to fire house and the street sweep
ing and street Hoc brigade. nil the increasing mileage
of paved streets to be cared for, tlicv have become a neces
sity in Medford.
It is to be hoped (hat the new street committee of the
city council will at once tackle the problem of cleaner
streets in the paved district and cleaner cross-walks in
"the unpaved districts, for Medford should be up-to-date in
all things including its thoroughfares.
BAILEY'S REMOVAL SOUGHT.
Z"1 IvAVI'j charges are made by Governor "West against
J .J. . Hailey, state food and dairy commissioner, and
his dismissal by the legislature for malfeasance in office is
urged. The executive sums up his charges against the
commissioner as follews:
"First. Incompetency and inattention to the dutit
of his office.
"Second. With having padded his expense accoun
and having used the fuud.s or the state for the pure has.
of furniture for his home use, and for the payment ol
certain expenses not of a public nature. ' -
"The first charge cannot, ami the second has not, bieii
disproved.
Continuing, the governor says:
"If there is a demand for the office of dairy and food
commissioner in this state, there is surely need 'for hawiu
it filled with a man who is not only competent but faithful
to his trust, and in view of theserious and aiumrenth
undenied charges which have been made against the pres
cut incumbent. I most respectfully request that the matter
be given your careful consideration, and would recom
mend, in me liueresi 01 economy and good government,
that either the office be abolished or the present iticiim
bent be removed."
Mr. Bailey has long been accused of incompetency bv
the state board of health, by his own deputies, and by ino.s't
of those who are familiar wilh the conduct of his "office.
No good reason can be advanced h he should not
prompth be dismissed.
