Measure Passes Senate After Lony

particular one has to do with con
victs from the penitentiary and
working them on the roads. The
main stickler and obstruction to the
hill was an existing contract between
tho state and tho Lowenherg-Qoin,;
company. This contract is J or 10
years, was signed in November, VM)7,
and under its terms tho state re
ceives 45 cents u day for each pris
oner worked in tho foundry.
Wnrren K. Thompson, lawyer for
the foundry, was on the floor of the
senate while that body sat as (he
committee of tho whole trying to
safeguard tho terms of the contract,
and h, . Webster was also on hand
advocating tho bill. The contract
was read and discussed. While tho
senntors did not hesitate to say that
tho contract should not have been
made, that 15 cents a day was too
low pny for tho use of the men espe
cially when tho state has to hoard
(hem, still it was held that tho state
should not hack out of the contract
with the Lowenherg-Going company

tho convicts being employed, saying
that it was tin; worst form of pun
ishment to tho prisoners to bo eon
fined without occupation, lie then
branched off into. a dissertation oil
tho troubles an ox-convict has after
his rclenso from prison in trying to
ro-cstnblish himself and start life
afresh. Selling declared that, when
an ox-convict drifted to Portland
from Salem, tho police and detec
tives were awnro of his coming and
that tho ox-eonvict's chances of ob
taining work were small. Tho result
is, said tho president of tho senate
that in three or six mouths the con
vict is hack in prison. Selling set it
down as :i truth that n two or three-
year sentence in the penitentiary is
practically a life sentence.
This bill to work convicts on the
ronds was not trimmed and mutilat
ed as freely as the highway commis
sion bill, both of which were passed
by (he senate yesterday. After, the
senate, in tho committee of the
whole, had amended the convict road
work hill, Miller left the chnir, and
made tho report to the senate and
rushed it to a third reading and fi
