senate committee on federal rela
tions, before which the anti-alien
bills are pending. "The laboring
men, truck farmers and small store
keepers, the scores of house ser
vants whose livelihood is threatened
by the Asiatic 'peril' without effoit

quired to bring the restrictive meas
ures before the people.
"After the laws are proposed only
a majority vote is required to pass
them. The government would be
powerless, tointerfere, save by force.
And in the meantime laws could be
passed that might be construed as a
serious affront to Japan and other
far eastern countries."
