TO PROTECT OR
NOT TO PROTECT?
IS.
This Question Is Proving Extremely
Embarrassino to Congress Many
Arguments for Fortifying and Not
Fortifying Pariama.
f
WASHINGTON, Jan. 23. Onfe of
l)i(! most interesting MibjecU before
congress is llio plan for forth iu-.
tilt; Punn'ma cuitnl submitted by lip
board of onliiniico and fortifica
tions of the tinny.
The arguments of the nnti-forliti
cation men have induced Preside il
Tuft to reduce the expenditure t.i
he tnare lor defeaie of the canal. 1
August the army hoard presented t
the executive a plan which propo-ei'
tin expenditure of .j!m,.')45,843. A
a compromise the president ordered
the members of tjie board to remai
nder their recommendations
Subsequently the board reduced
their estimate approximately 15
per cent. They aKo decided that it
would be sufficient "to erect si
cheaper type of emplacements for th
ails. The barracks for thetrops
to be btationed on the canal weiv,
under the origiiinLplan, to have been
constructed of. concrete. The sec
ond plan contemplates wod. ThA
third point wu, in the distribution ot
the troops. Instead of scattering
them widely over' the isthmus th?
board has permit of quick mobiliza
tion of the carious parts of the force
at the different vulnerable point i
when danger threatens.
"Since the date of the submisMo.i
of the original report," says the foi
til'ieation board, "further experience
has been had as to the cost of .em
placement of the type of those it i-
p.oposcu! to construct for the de
fense of the canal and as to the cost
of structures of a type suitable for
the housing of troops in the eiinil
zone. Based on this experience
modifications, have been made in the
estimates of cost.
"These modifications and tho it
duction of the .seacoast armamei.t
have permitted a reduction in the to
tal of the estimates of cost given m
the report of August 12 of upproxU
mutely one-third."
The board recommends that
14-inch rifles; twelve b'-inch rifle.;
for seacoast defense of the c.i
iinl ngujusl naval attack.
The construction of peimanenl
field works for the defense of the
canal and fortifications against field
attack by raiding parties is also rec
ommended. The board believes these
should be completed b ythe time tin
canal in opened. A permanent gar
rison is recommended for the cninl
zone, to be composed in time 'if
peace of 12 companies of coast ar
tillery, '1 regiments of infantry, 1
battalion of field artillery and -squadron
of cavalry. This force i
to be augmented in time of war !.
detachments from the Tinted State
whenever accessary.

ISCGRES JAPAN
FOR BARBARITY
Legislature of British Columbia Con
siders Resolution Heavily Scoring
England for Being An Alley of
Nippon.
VICTORIA, H. C., Jan. 2o. heat
ed debate Is expected In the legisla
ture when a resolution condemning
the government In executing 14 so
elallsts early this week and publicly
condoning tho fact that great Hritnln
Ik an ally of "a government capable
of such unspeakable barbarity" come3
up for action.
The resolution was Introduced by
M. J. H. Hawthorn Thwalt. M. P. P ,
and It Is expected that a bitter fight
will be made for Its passage. It Is
not believed that the house will en
dorse the resolution In the light of
the fact that Great Britain and Ja
pan are bed-fellowB politically. Tho
resolution Is as follews:
"Whereas, Japan demanded consid
eration as a civilized nation; and,
"Whereas, tho working class of
that nation has- shown In varloiu
ways Its right to consideration from
Ihnt standpoint; and,
"Whereas, the government of Ja
pan has Inflicted tho death penalty
upon certain socialist worklngmen In
a futile endeavor to delay or prevent
the advancement of human freedom;
therefore, be It
"Hesolved, That this house con
demns this action of the ruling pow
ers of Japan, and regrots that Great
Britain should ally Itself for any pur
poses with a government capable of
such unspeakable barbarity."
