LABORING MEN
MEET WITH WEST
Delegates to Convention of Oregon
Federation of Labqr Hold Consul
tation at Governor's, Office and
Thereby Break All Presetient.
SALEM, Jan. 18. All precedents
were- broken when last evening Gov
ornort Oswald West Invited the dele
gates to the convention ot the Ore
gon Federation of Labor to his office
and where a consultation was hold
of greater value perhaps to the labor
Interests than any one other featuro
of the present convention now In ses
slon at Salem. It Is the governor's
Idea to bring the labor and capital
Interests together for the purposo of
proposing au automatic compensa
tion law for rates whon Injuries are
received in employment.
The labor convention feels that the
employers' liability measure, enacted
by the people last November, Is a
splendid measure but It Is still neces
sary to employ counsol to go Into
the courts in order to enjoy its ad
vantages. Governor West is ot the
opinion that a law should be enacted,
not at this session perhaps, provid
ing that the injured man should be
compensated .without resort to the
courts, always expensivo and a bur
den lipou thu laboring man.
It is with that end In vlow that the
conference in the chief executive's
chamber was hold and toward which
the convention which is now In ses
sion is striving. There are more than
fifty delegates in attendance) und the
session bids fair to bo the most suc
cessful ever held by tho Oregon
branch of tho Auorlcan Federation of
Labor.
Tho governor proposes that tho
employers name two men, the grange
two and the labor Interests two with
the view of conferring togther and
working up public opinion in favor
of a system of Industrial Insurance.

The conference will ask the leg
islature now in session to appropri
ate $500,000 to be expended by the
board of county commissioners un

way commission. Tho bill will also
provide tlmt for evary dolar spent
by the state, the commissioners must
spend two. A general system of
well graded highways throughout the
state is aimed at.
