Med ford cannot afford to let up a mfuutc. If "bid meth
ods have been outgrown, new ones must be devised, and
put into execution. The plans that sufficed a few years
ago are now insufficient.
Medford must work, and everyone in the city work, to
make a greater and a more populous city and country, to
develop her latent resources, to plant her implanted or
chard area, to open up her mines, to manufacture her tim
ber, to make those things she consumes and supply the
world with her surplus, to make the city an industrial,
commercial and jobbing center.

IT IS to, be regretted that Mnyor R. X. Snell of Ashland,
who has made an enviable record as a progressive
executive, refuses to serve another term.
During his two years of office Mayor Snell has inaug
urated ji program of. publi eimprovement that litis made
Ashland what it is today, one of the most progressive and
beautiful cities of Oregon.
Mayor Snell s first move was to astonish the mossbueks
by raising the tax levy from 8 to 10 mills, in order to pro
vide funds for public improvements. Among the accom
plishments of his administration was the creation of a
municipal librarv from a private library and the securing
of a valuable site for the $13,000 dnrnegie library under
construction; the two extensive paving projects, cover
ing the best part of the city streets; the creation and en
largement of an extensive park system, and the construc
tion of a scenic mountain boulevard: the opening and wid
ening of manv streets, and extensive construction Avork on
the municipal lighting plant. ;is well as the purchase of
additional water rights for the city.
Nearly every move of Mayor Snell for progress en
countered violent opposition all along the line- His ene
mies went so far as to invoke the recall because the mayor
was too nrotrressive. anda referendum was taken on the
