PHILADELPHIA, Pa., Juno 15.
In one of the most significant
speoches yet mado by a member of
tlio Taft cabinet, Secretary of State
Knox today declared that tho estab
lishment of an international court of
arblfcrntlvo justice Is practically as
sured. Knox's speech was mado at
tho commencement exercises of tho
University of Pennsylvania. His ut
terance is regarded as tho mpst Im
portant recital of the administra
tion's attitude on foreign relations
that ho has made since ho became
secretary.
Knox dcclircd in tho course of his
speech that tho present administra
tion had o .rried America's .foreign
policies to greater lengths than had
any preceding administration.
Speaking on the subject of "Tho
Spirit and Purpose of American Di
plomacy," Knox said:
"Tho United States has always
uniformly exhausted every resource
to amicably adjust international dif
ficulties." He then recited tho efforts of
America to make The Haguo tribunal
real arbitration court and said that
lie believed those efforts would soon

Referring to existing relations be
tween the United States and China,
Secretary Krox declared:
"American diplomacy In that em

measures, wo rave adher.d to a pol
icy of peace."
Knox referred to Zelaya, recently
deposed NIcaraguan president, saying:
"Inhcritent sympathy for self gov- i
eminent had a large part In Amerl-
ca's sympathy with tho recent ovlc-
tlon of tho tryants Zelaya and Cas
tro, whoso cruel governments soon
will be succeeded by governments
that are- really responsible and republican."

COMO, June 15. Convinced that
Porter Charlton, suspected of tho
murder or his wife, Mary Scott Charl
ton, formerly of California, whose
body was found in Lake Como, sailed
for New York on the steamer Verona,
tho local authorities today sent a
wireless message to tho captain of
tho ship requiring him to detain pas
sengers answering Charlton's de
scription. The authorities also ca
bled the New Yorft police to await
tho arrival of the Verona and to co
operate in arresting Charlton if
found.
Later tho police sent a wireless
to the captain of the Virginia, which
left Genoa June 9, asking that offi
cer to take similar action. The Ve
rona left Genoa June S and tho po
lice here are certain that Charlton Is
on ono of the two vessels.
The local authorities have aban
doned tho" theory that Charlton was
murdered, and they discredit the
robbery theory held by American
Ambassador Leishman and Consul
Caughy.
