the drying process in tho ground will

unless a heavy rain should come,

"The winter has been an excep

HAVANA, Cuba. April 20. A
thousand troops, outfitted for an ex
tended stay, wero started for Santa
Clara province, 140 miles from Hav

started an uprising.
It is believed the outbreak has beea
caused by radical politicians and I

been evldenco that an uprising waa

been fully prepared to cope with the
radicals at the first hint of violence.
A week ago the governor of the
provlnco telegraphed from Ssnt
Clara, the capital, urging the pres
ence of troops, owing to the unrest ot
the negroes.
It is believed that the outbreak,
which thus far has consisted of 1ft-
slpld rioting, will be stopped without
bloodshed, as tho presenco of tho sol

fect upon tbo dissatisfied citizens.
The troops are being transported
in a special train, and aro under the
command ot General Rivas.
Secretary of tho Interior Lopez de
