cil does not take the view that the
contract must be awarded to the
lowest bidder. The right to reject
any bid is reserved. The council as

Councilman Wortman moved that
the bid of the Clark & Henery com
pany be accepted, and tho motion
curried, Demmor alone voting in tho

streets. Other necessary ordi
nances to award the contract and
speed the work were unanimously
passed. Mr. Clark and othor repre
