those In Its immediate vicinity, but for tho uniting of two important di
vision ot the state.
I can see no merit In tho contention that, If this act ls upheld, citizens
trom other and remote parts ot tho state, by tho payment of taxes, 'must
contribute towards the construction ot this road, which they cannot, or
-will not use, etc. This position not only overlooks the fact that the high
way, when open, would necessarily bo subject to uso by the people of the
entire state, as woll as by the nation and the world at large, but constitutes
a part of the sophistry invoked against practically every public improve
ment In the past, local and national, requiring an appropriation of public
funds. The citizen with large property interests and no children has said,
and even In this enlightened age Is sometimes heard to say: "Why should
I be taxed to support the public school system, when I have no children
to educate, while my neighbor, with less property, but many children, Is
the recipient of tho benefits?" And those who do not care to send their
sons 'and daughters to the state universities, normal schools, or other edu
cational Institutions, use a like argument against the maintenance ot these
Institutions; the same contentions being often mado with respect to ap
propriations for tho oleemo3nary Institutions; all, In these objections, for
getting and overlooking the great pu! lie benefits accruing therefrom, In
which all shne as citizens of tho commonwealth, whether conscious thereof

The Dalles. Each of these particular localities Is especially and enor
mously benefited by these appropriations, yet will anyone seriously con
tend that tho general public, or the state as a whole, ls not Immensely
benoflted thereby; and that, taken as a whole, the benefits accruing to the
tato at large do not outweigh those of tho particular localities where the
Improvements are made? The portage railway, like tho fbads Involved In
Allen vs. Illrsch, except on a more extensive and expensive scale, connects
tho two great divisions of our state, and ls of Immense commercial advan
tage to tho general public; uniting in tho northern part of our state, tho
great wheat fields and other resources ot eastern Oregon, with transpor
tation west of the Cascade range. The locks at Oregon City likewise, so
far es applies to that part ot west ot the Cascade mountains, connect,
