army-into four "lonea of defense."
Tho training of the national guard
ia direct connection -with the army
in these four "zones" will be advo
cated. It is understood that the general
ctaff will propose the elimination of
76 garrisons which it is said the re
port caustically terms "pitching
posts."
The organization of special corps
under the direction of regimental
quartermasters for taking care of
large posts and permitting regular
soldiers alwayc to be ready for ac
tion and receive rigid training will
be suggested.
Acocrdlng to tho plans tho reor
ganisation could be completed with
in six years, by which time, it is ex
pected the Panama canal will be op
ened and the army will be called
upon to provide for its defense.

basement under 'Stcimunu's store.
Collins made his way through the
flooring under the window with a
brace and bit. Stnmling on two
empty barrels, he then cut through
the flooring of the show window
which was covered with n velvet
cloth, then slit thu cloth beside u
tray containing over $500 worth of
diamonds, reached in the plain sight
of passersby and helped himself.
A peculiar feature was tho fact
that in th window ntached to the
tray was a card stating that $100
reward would be given for the cap
ture of any thief who stole the din
monds. A passerby saw the hand
renehing for the diamonds beside the
card and concluded that it was
clever advertising game. He went
into n barber shop a few doors away
and laughingly told of the new de
parture. The barber, however, was
wiser and he reported the matter to
Steinmnn. By that time Collins had
made good his escape.
Collins' capture was due to the as
tuteness of railroad detective Higgs
of the Southern Pacific force, ne
knew soraoUrinjr of the previous rec
ord of Collins, who i snid to have
served a term for a robberv in Sn-
lem, Or. Knowing that Collins was
in town he told Chief Ahern a few
days ago that if any trick was turn
ed to let him know and Collins would
be looked up.
