Reports of Government Officials
1 Show How Producers Arc
Robbed by Dealers.
Tho following letter was read by
Professor O'Gara at tho fruit grow
ers' meeting yesterday as Ilustratlvo
oftho methods In vogue among com
mission men In handling produce.
Tho letter, although signed by Pro
Tessor O'Gara, Is tho result of tho
Investigations of himself and several
other government officials, and em
bodies tho opinion reached by all:
I havo found th0 following Illegal
practises going on among fruit buy
ers and commission men:
First Tho nccount sales do not
always giro the actual prlto received,
nor do they tell whero such fruit was
Gold. In other words, tho statements
sent out to tho producer are false as
to price and destination.
Second the condition of the fruit
on arrival at destination Is often mis
represented so as to further lower
the price to tho grower.
Third Rebating Is practiced so as
to secure a certain few growers who
may bo representative, and by thl3
means other growers soll'nt the low
figure offered. Tho growers who en
ter Into this nefarious contract with
certain shippers act their part by
showing satisfaction with prevailing
low prices. At tho end of tho season
the shipper pays tho rebate to these

Fourth In tho dried fruit business
such as apricots, peaches, etc., thoi
grower Is forced to bring his prod
ucts into market bone dry. It they do
not come up to this requirement, the
fruit Is rejected. Tho bone dry fruit
is then soaked with water and final-
ly resulphured. This 13 what is tech-1
-nlcally known as "processing." Thei
difference between tho dry product i
innd the processed article Is water and j
H2S04, which Is practically all prof
"IL A legitimate amount of water
-.should bo tho grower's profit. .
Fifth Tho grower Is forced by
-many shippers to pack only In boxes
with the company's stencil on It.
Fruit otherwise packed Is not accept
ed. In this way the company or buyer
may charge what he sees fit for the
package In many localities tho buy
ers control the prices on nil sorts of
spray materials as well as spray out
fits, so that the grower Is completely
at their mercy.
Tho conditions existing under para
tgraphs 1 und 2 have been Investigated
'by certain growers enclosing post
cards In tho packages. The card Is
rself addressed, and asks tho follow
'tag pertinent questions:
(1) Where was this fruit received?
(2) When was It received?
3) What was Its condition?
. (4) "What waa the price paid?
(5) Were you satisfied with It?
The average of 10 per cent of these
cards havo been returned, many In
dicating that the tlmo of arrival,
place and condition did not agreo
with the account sales rendered.
P. J. O'GARA,
Asst. Pathologist, U. S. Dept. Agrl.
In commenting on this report n
prominent bureau official, says:
"There Is something fundamentally
wrong whero tho producer, after
spending a year In getting a crop
and taking all risks, realizes on an
average less than one-third of what
tho crop or crops he grows sells for
at retail."
