In a talk to Mosier citizens Saturday,
J. L. Kelly, candidate for reelection as
representative to the legislature from
Wasco and Hood River counties, advo­
cated the building of the Columbia
River highway from Hood River tu

incidents of the proposed bond issue in
Wasco county which has now been
dropped, stating that the cuunty ahnulii

main highway proposition to the state.
At present the road through Multno­
mah and Hood River counties are only

take over and maintain, asserted Mr.
Kelly.
Mr. Kelly stated further that,
if
elected, he will propose a bill to the
effect that the state build and main­
tain highways through the state, levy­
ing a tax of one mill for this purpose
This would bring in over a million dol­
lars each year for road construction
sml maintenance. In this way these
roads would nut become burdensome to
the counties. Good roads enthusiasts
have assured Mr. Kelly, he stated,
that Portland is willing to assist in
getting local and state roads, and be­
lieves that the Columbia River high­
way should be built und maintained by
the state.
'It is possible, concluded Mr. Kelly,
that Ihe state will build the mail be­
tween Hood River and Mosier this
summer with Hie aid of convict labor,
allowing them fifty cents a day for
their services. Legislators throughout
tha state have expressed themselves in
favor of the state building and main­
taining interstate roads, so I believe
there will be no trouble in getting a
bill to that effect passed by tbe legis­
lature at the next term.
