1 com m issioner, has issued a b ulletin
1 g iv in g th e vario u s o rig in s of fire and
m eans of prevention.
Mr. W ells urges th a t th e w ay to ob­
ta in cheap insurance is to atop th e
enorm ous fire losses. Now th e non­
burning, carefu l business m an, he
says, paya fo r th e careless, indifferent,
reck less builder and occupant. H e de­
c la re s :

w hich m ay be term ed 'fire w a s te ,’ ia
g re a te r in proportion to th e population
th a n in m oat sta te s.
In 1914 the
value of p ro p e rty destro y ed ia e s ti­
m ated a t m ore th a n $4,000,000, and
th e in su ran ce com panies paid $2,736,-
000 of th a t a m o u n t.”

s ta te should en act a fire m arshal law ,
and th a t th e re should be fire-preven­
tion associations in all com m unities.
T he d u tie s of th ese o rg an izatio n s, he
says, should be to c re a te se n tim e n t fo r
solid buildings, clean prem ises, fire
p rev en tio n law s, and ordinances gov­
e rn in g flues, electric w irin g , etc.
