Decisions of the United States Su­
preme court are the most carefully
and most successfully guarded edicts
that ever issued from the government
channels in Washington, D. C. For
many years the Supreme court judges
have succeeded in guarding their de­
cisions against any “ leaks,” even
though preliminary proofs are printed
for their own use.
While presidential messages, inter­
state commerce decisions and other
documents are given out in confidence
to newspapers, the Supreme court de­
cisions never come to light. New
York brokers often would pay im­
mense sums for accurate information
as to the court’s decisions in railroad
or corporation suits that may affect
the stock market; but the information
is always secured first when it falls
from the lips of the justice as he reads
the decision from the Supreme Court
bench.
With this preliminary, the feelings
of a Washington newspaper corre­
spondent may be better imagined when
lie got this letter from the editor of a
Southern paper for which he corre­
sponded :
“ Please try to get the decision in
the Jones case a couple of hours in ad­
vance so we can get out an extra on it.
You ought to be able to pull a good
scoop out of this. Go around and see
Chief Justice White; he knows all
about the case, and if you jolly him up
perhaps you can pry the decision loose
’way ahead of tim e.”

New Haven—“ Man failure” all
along the line is declared responsible
for the Wallingford wreck on the New
Haven railroad in the report of the
Interstate Commerce commission.
The commission says this “ failure,”
which cost 21 lives and the injury of
35 persons, began at the top. Direc­
tors, officials, trainmen—all are held
to have been incompetent.
Operating officials of the New Ha­
ven and the officials and directors of
the system are grilled scathingly for
promulgation of regulations that were
permitted to become practically “ dead
letters” and for not seeing to it per­
sonally that operating conditions were
what they had directed them to be.
“ Man failure in this case,” says
Commissioner McChord, who prepared
the report after an exhaustive person­
al investigation of the accident, “ be­
gan high up in official authority, and
it was not an unnatural sequence that
it reached down to those in positions
lower in official rank, but still i
weighted with great responsibility”
In use at the time of the disaster,
the report pointed out, were “ antiqua­
ted signals condemned by the locomo­
tive enginemen as well as by the Pub- I
lie Utility commission of Connecti­
cut,” and wooden cars unsuited by
construction for such traffic as they
were expected to accommodate.
The commission demands of the
New Haven road the immediate adop­
tion of “ an adequate system of super­
intendence and supervision which will
give those in authority definite and
positive information as to whether or
not the safety requirements and rules
of this railroad are observed.”
HUERTA IS NOT CANDIDATE
Approves Nomination of Gamboa
for President of Mexico.
Mexico City — Federico Gamboa,
minister of foreign affairs, was nomi­
nated for the presidency by the Cath­
olic party convention.
General Eu­
genie Rascon was nominated for the
vice presidency. Both candidates are
regarded as men of high standing.
Senor Gamboa accepted the candi­
dacy. Federico Gamboa was a disci­
ple of Ignacio Mariscal, at one time
minister to the United States. He
has recognized ability as a diplomat.
He is a writer of some note and is
about 50 years old.
General Rascon was minister of war
under Provisional President de la Bar­
ra. He is now military commander of
the district of Olaxaca. He has a long
military record. According to a prom­
inent member of the Catholic party,
the selection of candidates was made
with the approval of General Huerta
and therefore means the elimination
of Huerta as a presidential possibility.
The Catholic party, while support­
ing the present administration morally
and financially, realized the futility of
endeavoring to continue General Huer­
ta in office in face of opposition by the
United States and the consequent in­
ability of the government to borrow.
