to several plans under consideration

about peace in the troubled Mexican
republic.
Mr. W ilson characterized the m edi
ation plan as “ all r o t,” and said the
proposal for a tr ip a r tite com m ission
w as not feasible.
“ If we a re to consider such a plan,
we may as well abandon th e Monroe
doctrine e n tire ly ,” he said.
