HOT AIR IN LARGE PACKAGES
The Third District Development
League was organized in Heppner
Tuesday evening. The special train
carrying representatives from Umatilla
and Morrow counties arrived in Hepp
ner about 5 o'clock. James Johns,
President of the Umatilla County De
velopment League, was in evidence
every minute of the entire trip from
Pendleton to Heppner. Walla Walla
was ably represented by Dr. N. G.
Blalock and Prof. Lyman, of Whitman
college. Pendleton sent a large and
enthusiastic delegation, prominent a
mong whom were James Johns, H. C.
Willis, Ex-Gov. T. T. Geer, Repre
sentative Barrett, and about fifty other
prominent citizens. Among the party
were F. T. George, a prominent mer
chant of Echo, Rev. E. T. Allen, of
Irrigon, J. A. Woojery, Editor Carter,
Frank Engleman and others of lone,
Mr. and Mrs. W. E. Leach, Mr. and
Mrs. J. E. Gentry, Mr. and Mrs. E.
E. Thomas, A. Reaney, W. P. Mc
Millan, R. L. Bengi and a score of
others, of Lexington. The Eagle
Band, of Pendleton, was on the train
and furnished plenty of excellent music
at all times. Judge Ayers, of Hepp
ner, President of the Morrow County
Development League, went to lone to
meet the train and was one of the
prominent men of the occasion. On
arrival at Heppner the party was taken
;.to the Palace hotel where an excellent
.supper was served. After supper all

The business meeting followed the
completion of the program and after
a short talk by H. C. Willis, of Pen
dleton, outlining the object of the or
ganization, committee of five were ap
pointed to draft resolutions and report
at the morning session Wednesday, at
which time the organization was com
pleted and the Third District Devel
opment League was launched and to
borrow an expression from one of the
speakers, "ready to peddle hot air".
At Lexington, those at the station
waiting for the train made up their
minds they would have to walk or wait
for the regular train, as from some
cause the engineer of the excursion
train failed to stop until he ran by the
station nearly half, a mile. B. F.
Swaggart, who was a passenger from
Pendleton, informed the train crew
that he lived here and ordered them
to back up te the station as there
were people there who wanted to go.
The people of Heppner were untir
ing in their effort to amuse and ac
comodate the crowd that came to
their city. The Commercial Club
rooms were thrown open that those
who desired might amuse themselyes
there. For those who enjoyed tripping
the light fantastic a ball was in prog
ress on the first floor of the club build
ing. The Third District Development
League will be in touch with parties
through the Middle West who are de
sirous of coming to the Pacific Coast.
H. C. Willis, the secretary informs us
that the Umatilla County Development
League was receiving twenty-five to
fifty letters of inquiry each week, from
parties through tile Middle West.
These inquiries will be sent to the
Secretary of the different Commer
cial organizations throughout the dis
trict, and each Secretary will answer
these letters exploiting the advantages
of that locality. . . The Inland , Empire
will thus become better known and the
parties from the east will soon become
aware of the fact that the best part of
Oregon lies east of the Cascades. At
Lexington these inquiries will be re
ceived and answered by W. E. Leach
Secretary of the Lexington Commer
cial Club.
Some may say that there is consid
erable hot air connected with the work
as outlined, there may be, but ts
President Johns remarked: "It takes
a large amount of hot air to develop a
country. The Pendleton Fair was the
result of hot air. The Third District
Development League is the product of
hot air. Give us plenty of hot air and
we will develop the Inland Empire."
