PROPOSED TAX LAWS
The changes in. the Oregon tax laws
proposed by the Tax Commission for
enactment next January by the Legis
lature are as follows:
Taxation of railroads, steam and
electric, and of power companies ope
rating in more than one county, on ba
sis cf net earnings, capitalized at a
fair interest rate.
Taxation of banks, National, state
and private, on capita! stock, surplus
and undivided profits.
Reduction of the household exemp
tlon from $300 to $200.
Ccunty Treasurer instead of Sheriff
to be tax collector.
Washington system of certificates
of tax delinquency, in the Interest of
better tax titles.
State to receive ten per cent of all
liquor licenses.
Tax Commission of five members,
to be created, for the purpose of asses
sing public utility corporations and
supervising all assessments in the
state.
Franchises not to be directly taxed.
but to be taken into consideration by
the board in determining the taxable
valuation of a public service corpora
tion, according to the systems in
Michigan and Wisconsin.
First assessment under the new
method to be made in 1908 and . first
levy and collection to be made in
1909.
The new code will not touch express
telephone, telegraph, sleeping car and
oil companies, which are to be taxed
by two initiative laws, enacted by the
people at the polls on June 4.

When a man has enough money to
enable him to live in comfort, it is a
pity he to frequently keeps on worrying
to pile up more. We are not built
that way if our readers pay up
promptly, we are satisfied.
A preacher in a little town in Mis
souri said in the pulpit one Sunday
that there was no hell; the church offi
cials met and decided that there was
no more pay for him in that congrega
tion. With them it seems to be, no
hell no pay.
An exchange s?.ys a girl recently
sent her photograph to her best fellow
and wrapped it up in a newspaper on
which was printed an advertisement
of a stove firm. A portion of the !
print adhered to the photograph, and
the young man was very much startled J
to see staring him in the face, in bold- j
pica type, the following words: "See '
name on leg." I
A lady ordered her local paper
stopped, says an exchange, because
she didn't like the color of the editor's
wife's hair, or some like trivial offense.
Later she had an item that she want
ed to see in print and requested its
publication. After the paper was out
she repaired herself to a neighbors to
see the item and read the balance of
the news. Some people are humor
ists and don't know It.
