SENTENCES
The following sentences were have been filed in Umatilla County
Circuit Court (interest, court costs and fees not listed):
James Alan Lycett, 37, of Pendleton, pleaded guilty to a 2022
charge of possession of a stolen vehicle; sentenced to 18 months
of probation, $2,761 in fines and fees.
Justina Lynn Dunbar, 41, of Canyonville, pleaded guilty to 2020
charges of driving under the influence of intoxicants and reckless
driving; sentenced to two years of probation and $500 in fines.

Nancy ‘Hallie’ Lynn Harvey
October 5, 1950 - June 25, 2022
Nancy “Hallie” Lynn Harvey
died June 25, 2022, after her battle
with cancer.
She was born on Oct. 5, 1950,
in Elk Grove, California, to Dick
and June Halverson. She was the
third and final child preceded by
her two older brothers, Raymond
and Richard Halverson. At the age
of 12, she and her family moved
to Enterprise, Oregon, where she attended school. Her
father was a contractor in Wallowa County and her
mother was a homemaker. Hallie moved to Pendleton
in 1975 with her husband and two children. She held
many occupations that spanned from selling real estate
to owning a dry-cleaning business.
She married James Harvey on June 7, 1984, and
they were married for 36 years before he also lost his
battle with cancer in 2020. Hallie was involved in the
Pendleton Round-Up for many years and had a passion
for western art, fashion and culture. She was known for
her spunky personality, her cowboy boot collection and
her famous pup, Puddles. Hallie had many hobbies but
gardening, sewing, crafting and reading topped the list.
Hallie enjoyed entertaining and hosting friends and
family. She was a loving grandmother to 24 grandchil-
dren and eight great-grandchildren.
She is proceeded in death by her parents, Dick
and June Halverson; her husband, James Harvey; her
daughter-in-law, Dawn Harvey; and her grandson,
Teddy Baker. She is survived by her brothers, Rich-
ard Halverson (Jan) and Raymond Halverson; and her
children, Brent Thompson (Tina), Jennifer Kennedy
(TK), Justin Harvey, Jamie Oldenburg (Derek), Austin
Harvey (Danielle); her brother and sister-in-law, John
and Cindy Harvey; along with many grandchildren and
great-grandchildren.
There will be a celebration of life to honor Hallie’s
life and legacy held at the Roy Raley Room from 4-7
p.m. on Thursday, July 21. In lieu of flowers, donations
can be made at Community Bank to the Jim and Hallie
Harvey Cancer is Bull scholarship fund. This fund will
allow people with cancer a chance to attend one of their
favorite events, the PBR (Professional Bull Riding)
show in Pendleton, Oregon.

William G. ‘Billy’ Beauchamp
September 24, 1966 - February 21, 2022
William G. “Billy” Beauchamp
was born Sept. 24, 1966, in La
Grande, Oregon. He passed away
peacefully at home on Feb. 21,
2022, in Auburn, California.
He is survived by his parents,
William and Gerri Beauchamp;
his brother, Jeffrey Beauchamp
(spouse Lauren); his sister, Kari
Beauchamp; his four children,
Makayla Beauchamp, Hanna
Beauchamp, Connor Beauchamp and Karleigh
Beauchamp; two grandchildren, James and Carter;
nephews, Jacob Vassallo and Bryce Beauchamp; niece,
Ashley Beauchamp; as well as many cousins, aunts and
uncles.
Billy grew up in Hermiston, Oregon, and graduated
from Hermiston High School in 1985. He played
baseball as a young boy through high school and
football. He also helped out his grandmother, Beverly
Peck, on the family's quarter horse ranch, riding and
training horses.
After graduation, Billy moved to Martinez,
California, where he attended Diablo Valley Community
College and graduated with an AA. He joined the Army
National Guard in 1987 and was called to active duty
during the first Gulf War and as a reservist, he was
deployed to many national emergencies.
He continued in the National Guard Reserves until
1996. Billy spent his career in the technology industry,
his last job was as a channel manager for Procera.
Billy and Stefanie, first lived in Martinez and then
moved to Livermore, California.
Billy’s children were his world and if you asked him,
his greatest accomplishment. He loved them with all his
heart and found joy in watching and supporting them
in their many activities. He loved being a new grandpa.
He and his family loved traveling, camping (especially
Graeagle every year), spending time at the gun range
and attending family and friend gatherings. Family and
friends were everything to Billy, he loved them all very
much. Billy will be missed greatly and will never be
forgotten by all those who knew and loved him.
Billy followed his interests and passions throughout
his life and gained tremendous joy and satisfaction
from his many antique collections that he began when
he was a child with the help of his grandfather, Philip
Beauchamp. He had a keen eye and a natural ability to
know the value of things.
Billy will be remembered for his kindness, love,
spirit, and friendship by both his family and his friends.
Billy will be buried in a private ceremony at the
Sacramento Valley National Cemetery with full military
honors on July 8, 2022. We invite all family and friends
to join us for a celebration of life at 10 a.m. on July
9, 2022, at Sierra Grace Fellowship located at 1260
Wesley Lane, Auburn, California 95603.

Jimmy Wayne Brewer
May 12, 1949 - June 19, 2022
Jimmy Wayne Brewer, son of
Donald and Marjorie Brewer, was
born May 12, 1949, in Ontario,
Oregon.
Jimmy attended school for
12 years at Adrian, Oregon, and
graduated from Oregon State
University with an agriculture
education degree.
Jimmy married Janis Atkins, his
high school sweetheart, in June 1969. The couple had
one son, Jerimy, and wife, Stacy, four grandchildren
and two great-grandchildren.
Jimmy was a devoted husband, father, grandfather,
great-grandfather, brother, brother-in-law, uncle and
friend to many. He loved to spend time talking and
laughing with everyone.
Jimmy taught ag classes at Ontario High School
for three years after college before joining the family
farming partnership in 1974. Jimmy, Janis and Jerimy
moved to Morrow County in 1978 and continued to live
in the Boardman/Hermiston area until his death.
Jimmy enjoyed life with family and friends. He
loved to camp, hunt, ride and pack with his mules
and horse-drawn wagons. Later in life, he continued
to camp anytime possible, ride his side-by-side UTV
and watch his son race sprint boats. Mostly, Jimmy
was involved in every activity possible and laugh his
distinctive laugh.
Friends and family, please join us for a celebration
of life in honor of Jimmy on Aug. 20, 2022, from
1-3:30 p.m. at Harkenrider Senior Activity Center, 255
N.E. Second St., Hermiston, OR 97838. Jimmy will
be buried at the Owhyee Community Cemetery, Nyssa,
Oregon, in a private gathering with family.
Jeffory Michael Rauch
November 16, 1970 - June 26, 2022
Jeffory Michael Rauch passed
away after a motorcycle accident
in Idaho on June 26, 2022. He was
born Nov. 16, 1970, in Pendleton,
Oregon, to Janis Baker and Stanley
Rauch.
He attended grade school in Ir-
rigon and high school in Heppner,
Oregon. He also attended schools
in Utah and California, graduating
from high school in Aptos, California in 1989. After
high school, he worked as a union laborer before enter-
ing the U.S. Navy. After his honorable discharge from
the Navy, he joined the National Guard where he served
for many years until retiring in December of 2019.
Jeffory held many truck and heavy equipment op-
erator positions. He settled in Rigby, Idaho, where he
worked for RC Heavy Haul for several years before
joining the crew at Bonneville County Road and Bridge
in 2018.
Jeffory married Donna Barnett in July of 1995. The
couple later divorced but remained very strong friends.
He is survived by his constant companion, Snoopy;
mother, Janis (Stephen) Palmer; father, Stanley Rauch;
brother, Jason (Norma) Rauch; sister, Jennifer (Charles)
Peck; step-brother, Michael (Liza) Murrell, step-sister,
Wendy (Matt) Brown; grandmother, Clarice Baker; nu-
merous aunts and uncles, nieces and nephews.
He was preceded in death by grandparents, Clarence
Baker and Irvin and Mildred Rauch.
A graveside service will be held at 10 a.m. on Satur-
day, July 9, 2022, at Echo Cemetery in Echo, Oregon.

Pamela Lee Haney
October 1, 1955 - June 21, 2022
Pamela Lee Haney, 66,
of Baker City, Oregon, and
formerly of Echo, Oregon,
passed away at her residence on
June 21, 2022. A service will
be held on August 12, 2022,
in Echo, Oregon, at the Echo
Cemetery at 10 a.m., with a
reception following at the Echo
Ridge Winery.
On October 1, 1955, Pamela
was born in Baker, Oregon.
She was raised by her parents, Cyril “Kaye” McAtee
and Jessie L. (Boyer) McAtee. Pamela graduated high
school in 1974 from Echo High School in Echo, Oregon.
She retired from her career with the United States Post
Office in Hermiston, Oregon, as a rural route mail
carrier in 2013 after more than 25 years.
Pamela was a great fisherwoman, and she loved
playing pinball. She also liked bowling, playing cards,
and watching game shows. Her favorite television
programs were “Little House on the Prairie,” “Bonanza”
and “Gunsmoke.”
Her most significant accomplishments were
raising her daughters, Kimmy and Kelly, and being a
grandmother and great-grandmother to six grandchildren
and one great-grandchild. She loved playing with her
grandchildren and watching them grow.
Pamela is survived by her daughters, Kim “Kimmy”
Evans of Boise, Idaho, and Kelly Melo of Baker City,
Oregon; siblings, Ted McAtee, Rob McAtee, Scott
McAtee, Donna Bradbury, and Brenda Hunter; six
grandchildren, Kaitlyn, 24, Jaylee, 20, Hudson, 16,
Marnie, 15, Gracie, 14, and Carter, 11. She is also
survived by her great-grandchild, Evelynn, who is one
year old.
She was preceded in death by her father, Kaye
McAtee, her mother, Jessie McAtee, and her brother,
Greg McAtee.
