Charlene K. Culver, 82, of Umatilla, died Satur-
day, Aug. 14, 2021, in Hermiston. She was born March
4, 1939, in Saginaw, Michigan. A service will be held at
a later date. Burns Mortuary of Hermiston is in care of

Martha Jane Douglas

April 29, 1930 — Oct. 21, 2020
Martha Jane Douglas, 90, of Stanfi eld, died Oct. 21,
2020, in Hermiston. She was born April 29, 1930, in
Sparta, Oregon. A graveside service will be held Saturday,
Sept. 4, 2021, at 10:30 a.m. at the Pleasant View Cem-
etery, Stanfi eld. A celebration gathering will follow at
11 a.m. at Bard Park, Stanfi eld. Burns Mortuary of Herm-

Charles A. Perrin

June 23, 1939 — Aug. 15, 2021
Charles A. Perrin, 82, of Irrigon, died Sunday, Aug. 15,
2021, at his home. He was born June 23, 1939, in Marlin-
ton, West Virginia. Arrangements are pending with Burns
Mortuary of Hermiston. Share memories with the family

David was born July 8,
1947, in Pendleton, Oregon,
to James Donald Barnes and
Leola Violet Barnes.
After graduating Pendle-
ton High School in 1965, he
enlisted in the United States
Army, and was honorably dis-
charged in November 1972.
David attended college at
Blue Mountain and obtained
certifi cates in auto mechanics,
and then in heavy equipment
operation and mechanics. He
worked in various agricul-
tural mechanic positions,
but found his true calling in
law enforcement in the 1980s
and 1990s. He held posi-
tions with Hermiston Police
Department, Umatilla Police
Department, Weston Police
Department, Umatilla County
Sheriff ’s Offi ce and the state
of Oregon Department of
Corrections. For
two years, in 1987
to early 1989, he
operated the Uma-
tilla Marina and
RV Park with his
new wife.
In 1986, Dave met and
married Carla K. Smith
(Casper) in Hermiston. In
1988 they moved to the east-
ern side of the county, and
lived in Milton-Freewater,
then in 1998 they relocated to
Central Oregon in Redmond.
Carla continued her career
in banking and credit, while
Dave worked in and retired
from retail management.
David is survived by his
mother, Leola Barnes of
Pendleton, Oregon, and one
brother, James Barnes, also
of Pendleton. His father, two
brothers and a sister preceded
him in death. He is
also survived by his
wife, Carla Kay
Barnes; two sons,
Nicholas William
Barnes of Amity,
Oregon, and David (Ron)
Barnes of Lebanon, Ore-
gon (and a third son, Rich-
ard Barnes, whereabouts
unknown); Dave’s stepdaugh-
ter, Stacy Anne Smith, lives in
Bentonville, Arkansas. David
was also the proud grand-
father to seven grandchil-
dren and many nieces and
nephews.
David loved his church
family at CPC in Redmond,
and was a golfer and avid
fi sherman. He loved to fi sh
and hike into streams and riv-
ers with his best friend, and
life-long buddy, Ron Frost.
When Ron passed away in
2003, Dave was never to golf
again, but found a wonder-
ful friend, Lewie Swertz-
ferger of Redmond, to share
the various lakes, rivers and
reservoirs of Oregon.
After a 17-year battle with
various cancers, heart issues,
strokes and diabetes, our
David fi nally had enough.
He was very tired, but at
peace. He passed quietly
and knowing he was loved
by all of us … with his son
Nicholas holding his hand, he
succumbed to the calling of
our Father in Heaven. Praise
be to God. Amen.
Dave requested no ser-
vices be held, and that dona-
tions could be made in his
honor to the Wounded
Warriors Organization of
America in lieu of fl owers
or mementos.

Judith M. Raysor, 77, of Hermiston, died Sunday, Aug.
15, 2021, in Richland, Washington. She was born Dec. 13,
1943, in Fernandina Beach, Florida. Burns Mortuary of

Richard J. Thornton, 86, of Irrigon, died Saturday,
Aug. 14, 2021, in Portland. He was born March 27, 1935,
in La Grande. Burns Mortuary of Hermiston is in care
of arrangements.

10-year-old Hermiston boy,
who sported a watermelon
on his head and had his face

hosts weekend yard
sales
Yard sales will be
springing up this weekend
throughout the communities
in South Morrow County.
They are planned Aug 27-29
in Heppner, Lexington and
Ione.
Every property is respon-
sible for their own sale, sig-
nage and adding their loca-
tion and times to the Heppner
Area Classifi eds Facebook
site. Some of the sales are
one-day only, while others
will be open all three days.

Children 12 and under
are invited to participate
in the Hermiston Public
Library’s monthly Color-
ing Page Activity. Starting
on the fi rst Thursday of each
month, children and youths
are encouraged to stop by the
library and pick up a coloring
page. After coloring the page,
return it to the library with
your fi rst name and age along
the bottom to receive a small
goody bag and a book.
Submitted pages will
remain on display through-
out the month. The last day
to return the colored page to
receive a prize is Thursday,
Sept. 30. One entry, goody
bag and book per child, while
supplies last.

Foster kids dive
into summer fun
in Hermiston

A splashing good time
was had during the annual
Department of Human Ser-
vices Foster Swim Party
at the Hermiston Family
Aquatic Center.
Marvin Hamilton, a
recruitment and retention
champion for District 9 and
12 (which includes Uma-
tilla and Morrow counties)
of the DHS Child Welfare
program, said it’s one of
the favorite activities of
foster children and youths,
as well as their families.
Thanks to continued sup-
port from community part-
ners, Hamilton said the
event provided an oppor-
tunity for resource (foster)
families to get out of the
house and have a fun eve-
ning at the pool. Those in
attendance feasted on ham-
burgers, hot dogs, chips,
salad and soda.
Hamilton said Kiwanis
Club members from both
Hermiston and Pend-
leton donated, cooked
and served food — all
with big smiles on their
faces. In addition, dona-
tions came from several
sources, including soda
from Swire Coca-Cola, 21
cases of chips from Shear-
er’s Foods and community

George Moss to perform
in Hermiston
A faith-based hip hop
recording artist will perform
in Hermiston.
In addition to taking the
stage Saturday afternoon
at Butte Park during the
Greater Hermiston CityFest
with Andrew Palau, George
Moss will also perform at
the Hermiston Church of the
Nazarene.
Presented by Elevate Stu-
dent Ministry, the concert is

purchased 500 hot dog and
hamburger buns and pro-
vided them for the cause.
What started out as a fun
game over the years has
evolved into a main event
of the annual pool party,
a diving contest. Serv-
ing as judges, members
of the Umatilla County
Fair court handed out tro-
phies, which were donated
by staff from TRCI, for the
best dive, worst dive, fun-
niest dive and more.
“This yearly event has
been a cherished event
and could not continue
if it were not for the car-
ing community partners
who donate their time and
or resources to these chil-
dren,” Hamilton said.
According to Hamilton,
there are currently 250
children locally in care and
there are only 135 resource
providers. To learn more

“Our area desperately
needs care providers,” he
said.
