Paula Herrera, 92, of Hermiston, died Tuesday, July 6,
2021, at her home. She was born March 7, 1929, in Guern-
sey, Wyoming. Recitation of the rosary was held Saturday,
July 10, at 2:30 p.m., with Mass of Christian Burial fol-
lowing at 3 p.m., at Our Lady of Angels Catholic Church,
Hermiston. Burial followed at the Hermiston Cemetery.

Tuesday, July 6
occurred the day before.
9:06 a.m. — A resident
on West Juniper Avenue
reported someone on July 2
stole the glass ball out of her
yard. She also said she con-
fronted her neighbor, who
she suspects, and he pushed
her off her porch.
11:41 a.m. — A male
told Hermiston police on
June 29 he was at the bowl-
ing alley. When he was
there he had a hitch on the
back of his truck. When he
left there was no hitch. He
said the bowling alley has
video.
12:22 p.m. — A caller
asked to speak to an offi-
cer about the theft of bags
of cans from his location. A
trespasser was responsible,
according to the caller, who
also was concerned this will
continue to happen.

2:03 a.m. — A caller
reported a burglary in prog-
ress on East Theater Lane,
Hermiston.
11:03 a.m. — A resident
on East Pine Avenue, Herm-
iston, asked police for assis-
tance removing two vehicles
removed from his property.
He said he contacted a tow
company, but the company
first wants contact from
the police department. The
caller, who was quite upset
about the matter, also said a
renter of his left one of the
vehicles on the property.
12:39 p.m. — A Herm-
iston resident on East Main
Street reported his neighbor
has complained about his
dog’s barking too much. He
wanted to know if it’s OK
for dogs to be out during the
day and stated other neigh-
bors also have barking dogs.
Thursday, July 8
3:24 a.m. — A caller
complained about fireworks
going off in the area of
Southwest Sandy Drive and
Sandy Place, Hermiston.
5:53 a.m. — A caller
reported a male was zipping
a red motorcycle “all over
the place” at Northwest 11th
Street and West Elm Ave-
nue, Hermiston. The driver
wore a long sleeved shirt,
black helmet and a white
backpack. Police checked
the area but did not find the
rider.
10:19 a.m. — A caller
on East Main Street, Herm-
iston, reported a male was
causing a disturbance in a
business.
2:01 p.m. — Hermis-
ton police took a report
for a domestic assault that
1:20 p.m. — A resi-
dent on West Orchard Ave-
nue, Hermiston, asked to
speak to an officer. The per-
son said she slept in the post
office the night before and
someone stole the SIM card
out of her phone.
4:53 p.m. — Hermiston
police received ammuni-
tion for destruction. A male
told police he was helping a
friend move and the ammo
came from the son of his
friend.
Saturday, July 10
11:44 a.m. — Hermiston
police responded to the first
block of West Cherry Ave-
nue for a burglary call and
took a report.
8:33 p.m. — Hermiston
police responded to the 700
block of West Juniper Ave-
nue on a report of a burglary.
Sunday, July 11
12:43 p.m. — Police
responded to a vehicle crash
at North First Street and
East Elm Avenue and issued
a citation.
7:18 p.m. — Two vehi-
cles collided on Southwest
Seventh Street, Hermiston.
The wrecks blocked traffic.
Police took a report.
Monday, July 12
10:47 a.m. — A Herm-
iston resident reported giv-
ing $3,500 for roofing three
weeks ago and has not heard
back from the company,
which also is not returning
calls.
12:38 p.m. — A caller
asked to speak to a Herm-
iston officer about someone
between July 6-10 making
scratches all over her car.
2:33 p.m. — Hermis-
ton police responded to the
1500 block of Northeast
10th Street on a report of a
burglary.

Harrell Ray ‘Hal’ Phillips
Milton-Freewater
June 30, 1947 — March 16, 2020

Harrell Ray “Hal” Phil-
lips, 72, passed on March
16, 2020. He died peacefully
with friends and family sur-
rounding him.
Hal was born on June 30,
1947, to Melvin A. and Geral-
dine Phillips at St. Mary Hos-
pital, Walla Walla. He grew
up in Milton-Freewater and
graduated from McLoughlin
Union High School in 1965.
Shortly after high school,
Hal worked for Busch Ready-
mix Sand and Gravel, where
he ascended to vice president.
After 20 years Hal moved
careers and served as super-
intendent of the Umatilla
County Road Department,
where he retired at 63.
As a community leader
Hal was elected to the
McLaughlin Unified School
District Board of Directors
and was an active BPOE Elks
Lodge member. As an avid
golfer he was a contributing
member of both the M-F Golf
Course and Men’s League.
Hal is survived by his chil-
dren Shane Phillips, Spokane,
Michael Phillips, Alaska, and
Rachelle Phillips Harding,
San Diego, and his brothers
Arlin Phillips and Clint Phil-
lips, both of Hermiston. He
was a loving and devoted
father and grandfather. Hal
was preceded in death by his
parents, Melvin A. and Geral-
dine, and his brother Glen.
Hal represented honor,
integrity, and character. He
was honest and always stood
for what was right. Hal Ray
was the real deal! Frank Mil-
lar and Carolyn Guglielmelli
selflessly quarterbacked Hal’s
care and relentlessly attended
to his needs. As one of Hal’s
lifelong friends, Frank took
his care seriously and was
there until the end.
His brother Arlin was his
best friend and confidant. For
over 70 years they were by
each other’s side. From camp-
ing, fishing, traveling, and
discussing politics Arlin and
Hal were inseparable. Their
stories of growing up could
be made into a movie and the
love and respect they had for
each other was unbreakable.
Hal’s greatest pride was his
children and he lived to be an
example for them every day,
including his faith in God. To
his children he was a coach,
a friend, a protector, and their
Rock. He cherished being a
grandfather, “Papa Hal,” and
traveled to San Diego often to
be with his granddaughters.
Hal’s other love was
the great outdoors. He was
a devoted fisherman and
enjoyed golfing and hunt-
ing. Hal, Arlin and close
friend Jon Weber spent over
20 years fishing for steelhead
and salmon in Washington,
Oregon and Alaska. Some
of Hal’s ashes were spread
over his favorite fishing spots
in the Columbia and Imnaha
rivers.
A celebration of life will
be held on Friday, July 16,
at the Milton-Freewater Elks
Lodge B.P.O.E. 2146. The
service will begin at 11 a.m.
There will be a luncheon
and reception following the
service.
