Chase Carlson to
graduate from Iowa
State University
AMES, Iowa — Herm-
iston graduate Chase Carl-
son, of Council Bluffs,
Iowa, will graduate with a
bachelor of science degree
from the Iowa State Univer-
sity’s College of Agriculture
and Life Sciences (CALS).
Majoring in agricultural
business, Carlson will join
a network of 46,000 CALS
alumni sharing their talents
and making a difference
around the world.
Due to the ongoing
COVID-19 crisis and the
university’s commitment to
prioritize health and safety,
spring commencement has
moved to a virtual format.
On May 8, 2020, the Col-
lege of Agriculture and Life
Sciences will host a virtual
convocation at 9 a.m CST.
This event provides individ-
ual recognition for graduat-
ing seniors and will feature
a series of videos hosted on
the college Facebook page
or at www.cals.iastate.edu/
convocation where the vir-
tual celebration will be
archived for future viewing.
Local student
graduates from Boise
State University
BOISE, Idaho — This
spring at Boise State Univer-
sity, 2,785 students were eli-
gible for 3,232 degrees and
certifi cates, with 785 stu-
dents eligible for honors.
Local students earning a
degree were: Sadee Kem-
merer of Adams (BS nurs-
ing); Sydney Moore of
Hermiston (MSW, advanced
standing); Kaelyn Lindsay
of Lexington (BS pyschol-
ogy); and Jennifer Hoole-
han (BS respiratory care)
and Kendyl Thorne (BA
elementary education) of
Pendleton.

Hotline now available to help
victims of February’s fl ood

As the county continues
grappling with the far-reach-
ing affects of COVID-19,
some are still dealing with
the impacts from Febru-
ary fl ooding that devastated
much of Umatilla County.
A free legal hotline is now
available for survivors of
the severe storms, fl ooding,
landslides, and mudslides
in Umatilla County and the
Confederated Tribes of the
Umatilla Indian Reservation.
“We have recruited vol-
unteer lawyers from the
Pendleton community to
get training on how to apply
for FEMA and other gov-
ernment benefi ts,” said Kat-
eri Walsh, the public/media
relations manager for the
Oregon State Bar.
Disaster Legal Services, a
partnership between the Ore-
gon State Bar, the American
Bar Association Young Law-
yers Division and the Federal
Emergency
Management
Agency, offers limited legal
assistance from a local vol-
unteer lawyer, Walsh said.

facing legal issues related to
the February fl oods can call
the hotline at 503-431-6408
or 800-452-8260 ext. 408.
Walsh said the volun-
teer lawyers can aid with
issues like repair contracts
and working with contrac-
tors, replacement of wills
or other important legal
documents that could have
been destroyed, counseling
on mortgage foreclosure,
advice on landlord-tenant
problems if there’s evic-
tions, or employment law
questions.
“People can call, explain
what their legal issue is and
we will do our best to con-
nect them with a volunteer
lawyer,” she said. “Disasters
like these fl oods can create
a pretty bewildering set of
legal issues for folks.”
A heavy snowstorm in the
DISASTER LEGAL SERVICES
A free legal hotline is now available for survi-
vors of the severe February storms, fl ooding,
landslides, and mudslides in Umatilla County
and the Confederated Tribes of the Umatilla
Indian Reservation.
Disaster survivors facing legal issues can call
the hotline at 503-431-6408 or 800-452-8260
ext. 408. Callers can receive limited legal
assistance from a local volunteer lawyer,
through this partnership between the Oregon
State Bar, the American Bar Association Young
Lawyers Division and the Federal Emergency
Management Agency.
The type of legal assistance available includes:
• Assistance with securing FEMA and other
government benefi ts available to disaster
survivors;
• Assistance with life, medical and property
insurance claims;
• Help with home repair contracts and con-
tractors;
• Replacement of wills and other important
legal documents destroyed in the disaster;
• Assisting in consumer protection matters,
remedies and procedures;
• Counseling on mortgage-foreclosure prob-
lems;
• Counseling on landlord-tenant problems.
FEMA ASSISTANCE
Individuals who suffered losses or dam-
age from severe storms and flooding in
February, may be eligible for disaster aid.
Federal funds are available to help eligible
individuals in Umatilla County and on the
Confederated Tribes of the Umatilla Indian
Reservation recover. The deadline to apply
is June 2.

process, you may be able to get free assis-
tance from a volunteer lawyer by calling
the Oregon Stat Bar at 503-431-6408 or
800-452-8260 ext. 408.

Blue Mountains in late Jan-
uary, followed by two days
of rain and warming tem-
peratures, created the worst
fl ooding in at least 30 years
in the city of Pendleton and
other smaller communities
in the area such as Echo.
The Umatilla River crested
at more than 19 feet on the
night of Feb. 6 — nearly four
times the average height for
that date — during the worst
of the fl ooding, and multiple
rivers in the area set records
for their water level.
Oregon Gov. Kate Brown
declared a state of emer-
gency on Feb. 7 for Uma-
tilla, Union, and Wallowa
counties, which meant the
Oregon National Guard

When applying for disaster assistance, the
following information will be needed:
• Social Security Number (including
spouse’s)
• Private insurance information, if available
• Address and zip code of the damaged
property
• A telephone number
• An address where postal mail is delivered

type (savings/checking), account number
and routing number

The hotline, Walsh said,
also covers tribal members.
“We’ve got the law-
yer, Brent Hall, for the tribe
involved in this program as
well,” she said. “So, hope-
fully, he can assist in con-
necting people with the right
resources.”
As of Monday, April 4,
FEMA has distributed more
than $800,000 in assis-
tance for the Individual &
Household Program to eli-
gible applicants of Umatilla
County and CTUIR, Walsh
said.
“What we don’t want is
for people to give up with-
out at least trying to access
resources to which they’re
entitled,” she said.

that residents of Umatilla
County could begin to regis-
ter for federal disaster relief
funds for personal property
damages resulting from the
fl ooding. The deadline to
apply is June 2.
“They’re
facing
tenant-landlord issues, hous-
ing issues, employment
issues, that relate to the
fl ood. We just want to make
sure that they have resources
to get some help,” she said.
“We want to make sure
everyone who’s eligible has
the opportunity before the
June 2 deadline passes.”
