NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Hermiston City Council will
hold a public hearing on the 25th day of November, 2019, at or
after 7:00 p.m. in the council chambers of City Hall, 180 N.E. 2nd
Street, Hermiston, Oregon on the proposed conversion to amend
the City’s comprehensive plan map from Future Commercial to
Medium Density Residential for 31.3 acres and Commercial for
9.5 acres along with a corresponding change in the County zoning
designation from Future Urban (FU-10) to the city zoning desig-
nations of Multi-Family Residential (R-3) for 31.3 acres of land,
Outlying Commercial (C-2) for 6.5 acres and Neighborhood Com-
mercial Overlay (NCO) for 3 acres. The public hearing will also
consider the proposed annexation to the City of Hermiston and
withdrawal from the Umatilla County Library District the following
described property:
A Parcel of land located in the Southwest one-quarter of Section
1, and the Northeast one-quarter of Section 11, and the Northwest
one-quarter of Section 12, Township 4 North, Range 28 East, Wil-
lamette Meridian, Umatilla County, Oregon. Said Parcel being that
portion of said property described as follows:
All that portion of said Northwest one-quarter of Section 12 ly-
ing Northerly of the Southerly right-ofway line of Diagonal Road
(Hermiston-Columbia River Highway No. 333), including all rights-
ofway.
TOGETHER WITH:
That portion of the Oregon State Highway No. 207 (E. Elm Ave-
nue) right-of-way lying within the Southwest one-quarter of Sec-
tion 1, Township 4 North, Range 28 East, Willamette Meridian,
Umatilla County, Oregon.

That portion of the NE 10th Street right-of-way lying within the
Northeast one-quarter of the Northeast one-quarter of Section 11,

marking the North one-quarter corner of said section 12 bears

thence along said Southerly right-of-way line the following three

N66° 51’42”W, 33.75 feet;
2)
S71° 50’10”W, 187.21 feet;
3)
S61° 38’54”W, 217.86 feet;
thence leaving said Southerly right-of-way on a bearing of
N57°39’21 “E, 472.98 feet;
thence S00°34’31”E, 104.49 feet to the Point of Beginning.
The applicants are Lloyd and Lois Piercy and Umatilla Electric
Cooperative. The property is located east of NE 10th St between
Diagonal Rd and E Elm Ave. The location of the property is within
the City’s Urban Growth Boundary and the proposed changes will
allow the extension of city utilities and services to the property.
