Notice of Availability of the Record of Decision for Department of
the Navy Real Estate Actions in Support of the Boardman to Hem-
mingway Transmission Line Project, at Naval Weapons Systems
Training Facility Boardman, OR
The United States (U.S.) Department of the Navy (Navy), after par-
ticipating as a cooperating agency in the development and eval-
uation of the U.S. Bureau of Land Management’s Final Environ-
mental Impact Statement (EIS) for the Boardman to Hemingway
Transmission Line Project (B2H Project), and carefully weighing
the strategic, operational, and environmental consequences of the
proposed action, announces its decision to adopt the Final EIS
and implement real estate actions as set out in the selected alter-
native, identified as the Agency Preferred Alternative in the Final
EIS dated November 2016.
Navy real estate actions would grant a 7.1 mile by 90-foot right
of way easement to the Idaho Power Company to allow for con-
struction and operation of a portion of the B2H project on Naval
Weapons Systems Training Facility (NWSTF) Boardman, Oregon
in exchange for the termination of an existing land use agreement
and removal of transmission infrastructure held by Bonneville
Power Administration (BPA) that occupies the same right-of-way.
The Agency Preferred Alternative route exits the proposed Long-
horn Substation to the south, crossing the boundary of NWSTF
Boardman at the northeastern corner and parallels the eastern
boundary of NWSTF Boardman along the west side of Bombing
Range Road for approximately 7.1 miles. At that point, the route
crosses over Bombing Range Road to the east and exits Feder-
al property. The route will avoid the Resource Natural Area B, a
Washington ground squirrel Resource Management Area, and
traditional cultural properties on NWSTF Boardman.

Navy’s real estate action is available at: https://navfac.navy.mil/
NWNEPA, along with the November 2016 Final EIS for the Board-
man to Hemingway Transmission Line Project. Single copies of

General Farm Laborers/Irrigators wanted November 15, 2019 to August 15, 2020
for Peri & Sons Farms of California, LLC in Firebaugh, CA. There are 3 temporary
positions available. Work duties will include, but not be limited to, preparing fields
for irrigation by sprinkler or drip delivery system, performing scheduled irrigation
of the fields, operating a tractor, as is the norm in growing diversified commodities,
and assisting in land preparation and planting/cultivation activities. Workers may be
required to perform work, on the farm, that is incidental to farming the crops listed
in the application, such as performing hand cultivation and harvest tasks, weeding
or hoeing crops, cleaning and repairing farm buildings, seed beds, bins, grounds, set
up and move irrigation pipes and equipment, etc. Workers may transport crops and
farm equipment between growing sites and to storage. All other duties assigned
under this order will be those duties of Farmworker, Diversified Crops, under the
Bureau of Labor Statistics Occupational Classification Code 45-2092.02. Worker
must be able to lift and/or move 50 pounds and kneel for long hours. Applicants
must have 30 days verifiable experience in irrigation of onions by sprinkler and drip
delivery systems and some experience in general agricultural labor practices including
weeding, thinning, and harvesting onion crops. The standard work week is 8 hrs per
day, Monday-Friday and 5 hrs on Saturday. Hours may vary between 7 to 12 hours
daily, 5 to 7 days per week depending on weather. Three quarter of the hours in the
contract period are guaranteed. Tools, supplies, equipment provided by employer at
no cost to the worker. No cost housing will be provided for individual workers who
cannot reasonably return to their permanent residence at the end of the work day, no
family housing available. Reasonable transportation and subsistence expenses to the
worksite will be paid by the employer in the paycheck issued for the workers’ first pay
period. Hourly rate is $13.92. Overtime rate of pay applies per the CA Wage Order for
Agricultural occupations. Higher Hourly Rates and/or Bonuses may be paid to workers
depending on prior work experience and job performance. Interested parties should
