Francis W. “Bill” Ste-
phens of Stanfield died
August 16, 2019, at his
home. He was
born on February
8, 1938, in The
Dalles, Ore., to
Francis J. and Mar-
gery Phetteplace
Stephens. He was raised
in Umatilla, Ore., by his
grandparents Alfred B. and
Katherine Stephens.
Bill joined the Army at
age 16. When that fact was
discovered, he was given a
discharge. He then enlisted
in the Air Force for three
years.
Coming home to Uma-
tilla in the summer of 1957,
he met and married Phoebe
Thompson. Not finding
a job in the local area, he
enlisted in the Navy. He
was an electronics techni-
cian and gained the rank of
chief. He was a veteran of
the Vietnam War.
Bill was a member of
VFW Post 4750 in Herm-
iston and served a term as
commander. He was also
a member of the Ameri-
can Legion, and in the Port-
land area he belonged to the
local chapter of Disabled
American Veterans.

include his wife

ence, Ore., and Tim of Stan-

ed someone came onto his
property and did something
with the electric box before
jumping the fence.
3:17 p.m. someone on north
First street had an open can of

parked in a handicap parking
spot.
6:44 p.m. On West Ridgeway
avenue, a domestic distur-
bance was reported.
7:00 p.m. a domestic distur-
bance was in progress on
south Highway 395.
11:58 p.m. Police responded to
another domestic disturbance
on southwest sandy drive.

ed that a car had been parked

years and hasn’t moved. the

9:46 p.m. someone was visit-
ing his grandparents when he
found a woman passed out in
a white nissan Versa. He said
the woman had vomited.

found a bag of drug para-
phernalia while cleaning out
a storage unit on southeast

avenue, a man was driving

train tracks when the railroad
crossing arm suddenly came
down on his car, even though
there was a green light.

Oh, for Pete’s sake ... The salmon just got $15 million
from the state and we can’t come up with help for the
Oregon community of around 4,000 (Warm Springs)
who have been without water and sewer since the
end of winter? School is starting soon and those
kids are relying on sponge baths! One of the school
rooms is used for distributing bottled water. Maybe
we should just hand out washboards and deliver a
ton of new buckets and let it be at that ... NO!!!
