Umatilla man sentenced for
strangling victim near children

A
Umatilla
man
was sentenced
May 28 to time
served, having
already served 22 months
in custody, plus three
years supervised release
for strangling his signifi -
cant other in the presence
of their four children.
According to court doc-
uments, Joel Malcom Salt,
29, a Navajo Indian, vio-
lated a tribal protective
order in April 2017, by
going to the crime vic-
tim’s house. The woman
is an enrolled member of
the Confederated Tribes of
the Umatilla Indian Res-
ervation, who lives on the
reservation with their four
children.
When Salt arrived at the
house, he grabbed the vic-
tim by her hair, threw her
to the ground in front of
their children and dragged
her to the bedroom. Once
in the bedroom, Salt
pinned the victim to the
fl oor, punched her and
strangled her, causing her
to lose consciousness sev-
eral times.
To divert his attention,
the woman told Salt their
children probably left the
house to tell her father,
who lived next door. When
Salt went to check, she
escaped out a window.
A federal grand jury in
Portland returned a one-
count indictment in June
2017, charging Salt with
assault by strangulation.
He pleaded guilty to the
charge in November 2018.
During sentencing, U.S.
District Court Judge Anna
J. Brown ordered Salt to
attend an intensive bat-
terer’s intervention pro-
gram and to undergo sub-
stance abuse and mental
health treatment. Among
other conditions of super-
vision, Salt is prohibited
from entering the Uma-
tilla Indian Reservation
or contacting the woman
and their children with-
out advance approval of
his probation offi cer and
notice to the United States
Attorney’s Offi ce.

MISDEMEANOR
•Thomas Wayne Fritz, 34, Hermiston, pleaded
guilty to Strangulation: sentenced to 180 days
jail-suspended, 2 years probation, 90 sanction
unit, 30 maximum jail units, $250 fi ne and
$1,750 fi ne-suspended.
•Ruben Ramirez Jr., 59, Hermiston, was con-
victed of DUII: sentenced to 30 days jail, 150
days jail-suspended, 3 years probation, 80
hours community service, $1,000 fi ne, $2,000
fi ne-suspended and 1 year driver’s license
suspension, plus court costs and fees; was
convicted of Recklessly Endangering Another
Person and Reckless Driving: sentenced to 180
days jail-suspended, 3 years probation, $2,000
fi ne-suspended and 90 days driver’s license
suspension for each count; was convicted of
Possession of Methamphetamine: sentenced
to 15 days jail, 165 days jail-suspended, 3 years
probation, 90 sanction units, 30 maximum jail
units and $2,000 fi ne-suspended.
