Boardman to Hemingway Transmission Line
Informational Meetings on the Complete Application for Site Certificate
Summary:
Date Notice Issued: October 3, 2018
Introduction:
The Oregon Department of Energy (ODOE), staff to the Energy Facility Siting Council (EFSC), received an Application for Site Certificate (ASC) from Idaho Power Company (IPC or applicant) to
construct and operate the Boardman to Hemingway Transmission Line. The proposed facility would be a 500-kilovolt (kV) transmission line approximately 273 miles in length, spanning five counties
in Oregon and one in Idaho. Under Oregon law, the applicant must obtain a site certificate from EFSC before constructing and operating the proposed facility. ODOE determined the ASC complete
on September 21, 2018 and theapplicant submitted and filed a final ASC on October 3, 2018. A map of the proposed facility is included at the end of this notice. Specific proposed locational maps
can be found in the ASC, Exhibit C.

Public Informational Meetings:
ODOE will hold a series of public informational meetings with the applicant to provide the public with more information about the proposed facility and the EFSC review process. The informational
meetings will include a presentation starting at 5:30 p.m. ODOE and applicant representatives will be available after the presentation to answer specific questions.

The informational meetings are not public hearings and will not include public testimony or on-the-record public comments. Opportunity for written or oral testimony will be provided at a later date –
during the draft proposed order (DPO) public comment period and public hearings – following issuance of the draft proposed order, as described below.
Description of Proposed Facility:
The applicant proposes to construct and operate a 500-kilovolt (kV) transmission line approximately 273 miles long. The proposed transmission line and proposed alternative routes would cross
five counties in Oregon, extending from a pr posed switching station near Boardman, Oregon to the existing Hemingway Substation located in Owyhee County, Idaho. The major components of the
proposed facility would include the 500-kV transmission line, removal of 12 miles of existing 69-kV transmission line, rebuilding of 0.9 mile of a 230-kV transmission line, and rebuilding of 1.1 miles
of an existing 138-kV transmission line. The applicant is also proposing four alternative routes to the proposed route, totaling approximately 33.3 miles of transmission line. Related or supporting
facilities would include the switching station, communication stations, new access roads and the modification of existing access roads. The proposed facility also includes temporary construction
staging areas (“multi-use areas”), and temporary pulling and tensioning sites.
Location of Proposed Facility:
The proposed transmission line and proposed alternative routes would cross five counties in Oregon including Morrow, Umatilla, Union, Baker, and Malheur counties. A map of the proposed facility
is included at the end of this notice. Specific proposed locational maps can be found in the ASC, Exhibit C.
EFSC Review Process:
The site certificate process is a consolidated, comprehensive siting process. The applicant must demonstrate that the proposed facility meets EFSC standards established under Oregon Revised
Statute (ORS) 469.501 and set forth in Oregon Administrative Rule (OAR) Chapters 345, division 22, 23, and 24, as well as all other applicable Oregon statutes, rules and standards. ODOE serves
as staff to EFSC and conducts the application review process. The proposed Boardman to Hemingway Transmission Line is an energy facility subject to EFSC jurisdiction under the definition in
ORS 469.300(11)(a)(C). As such, the proposed facility must receive a site certificate from EFSC before construction can begin. EFSC has jurisdiction on all lands in Oregon except Tribal Government
controlled land; the facility must receive EFSC approval even on land owned by the federal government.
Upcoming Review Phases:
ODOE is currently preparing the draft proposed order (DPO), which will include staff’s analysis of the application, based on ODOE’s review of the ASC as well as comments received from state
agencies, Tribal governments, and local governments identified as reviewing agencies or special advisory groups under EFSC’s rules and statutes. Based on staff’s analysis, the DPO will include
a recommendation to EFSC of approval or denial of the site certificate. The DPO will include recommended conditions of approval for EFSC’s consideration. Following issuance of the DPO, ODOE
will open a public co ment period and EFSC will conduct a public hearing in each of the five counties where the facility is proposed. At that time, to preserve your right to participate in the contested
case proceeding and subsequently appeal EFSC’s decision, you must provide written comment during the public comment period on the DPO, including oral or written testimony on the record of
any of the public hearings. ODOE anticipates issuing the DPO during the first quarter of 2019. The Department will issue notice of the public hearing and comment period when it issues the DPO. As
described above, the October 2018 informational meetings are not public hearings. For more information on EFSC standards, please visit:
