About Public Notices
Public notices inform citizens about the activities of government bodies —
such as budgets and public hearings, upcoming meetings and elections —
so that citizens can make their opinions known before an action is taken or a
rule or law is made. They also include information about foreclosures,
unclaimed and forfeited property, estate claims and probate notices,
summons, and calls for bids.
The four characteristics of public notices:
• They must be published by an independent and neutral
third party,
• They must be archived,
• They must be accessible to the public,
• The public must be able to verify that the notice was not altered
once published.
Newspapers provide an independent and archived record of public notices,
accessible in print and online, and provide affidavits of publication when
requested.
Public notices in newspapers protect the right of due process as
guaranteed to Americans by the Constitution.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Hermiston Planning
Commission will hold a public hearing on the 12th day of April,
2017, at or after 7:00 pm in the council chambers of City Hall,
180 NE 2nd Street, Hermiston, Oregon. The purpose of the
hearing is to consider the creation and application of a
Neighborhood Commercial Overlay Zone. The proposed location
for the application of the Neighborhood Commercial Overlay
Zone is as follows:
Beginning at a point at the common corner of Sections 9, 10,
15, and 16, Township 4 North, Range 28E, E.W.M., Umatilla
County, State of Oregon; thence west along the line common to
Sections 9 and 10 a distance of approximately 1,320 feet to the
southwest corner of the southeast quarter of the southeast
quarter of said Section 9; thence north a distance of 33 feet to
the southwest corner of Parcel 2, Partition Plat 1997-39, Umatilla
County, State of Oregon; thence north approximately 297 feet
along the west line of said Parcel 2 to the northwest corner of
said Parcel 2; thence east a distance of approximately 1,320 feet
to the centerline of State Highway 207; thence south along said
centerline a distance of approximately 297 feet to the point of
beginning.
The applicant is Eastern Oregon Development LLC. The
proposed zone would retain the existing C-2 outright and
conditional uses and include Mini Storage and Multi-Family
Dwellings as a conditional use. All interested persons are

A public hearing on a proposed supplemental budget for the City of Hermiston for the fiscal year
July 1 to June 30, 2017 will be held at City Hall, 180 NE 2nd Street, Hermiston, Oregon on March
27, 2017 at or after 7:00 pm. The purpose of the hearing is to discuss the supplemental budget
