Bernard
Wilbur “Ber-
nie” Carper
was
born
February 11,
1932, in La
Grande, Or-
egon, to par-
ents Roy Wilbur and
Eunice Jane (Court-
ney) Carper. He died
Thursday, October 20,
2016, at his home in
Hermiston, Oregon, at
the age of 84.
Bernie was raised Carper
in Promise, Oregon,
and moved to Wallowa, Ore-
gon, in high school and grad-
uated from Wallowa High,
class of 1950. He enlisted in
the U.S. Air Force in 1952
and served until his discharge
in 1956.
On April 5, 1953, he mar-
ried his high school sweet-
heart Kathryn Mae McKen-
zie at the home of the bride’s
parents in Wallowa. Bernie,
who was in the Air Force sta-
tioned in Chandler, Arizona,
came home for a few days
for the wedding and then the
newlyweds moved to Arizo-
na.
After high school he
worked for the Wallowa
County Chieftain newspaper
as a linotype operator, discov-
ering that he really enjoyed
the newspaper business as
he continued to talk about
many years later. He carried
his newspaper skills with him
to work at the Pacific Stars
and Stripes newspaper while
serving in the Air Force and
stationed in Japan, and again
with the Mesa Tribune while
stationed in Arizona.
After the service, Bernie
attended Eastern Oregon
College in La Grande and
then attended and graduated
from Oregon State University
School of Pharmacy in 1962.
Bernie worked as pharma-
cist for over 42 years, offi-
cially retiring in 1997 but he
also continued to work when
needed for the next 11 years.
His first job was in Salem,
Oregon, and then he moved
to Hermiston in 1963 where
he was the owner/operator of
Moore & Ripley Drug Store
in Hermiston for 22 years, 14
years partnered with his wife
Kathy. The couple sold the
business in 1986 to Payless
Drug, where Bernie contin-
ued to work until his retire-
ment. After his retirement he
occasionally worked at Mur-
ray’s Drug Store in Heppner,
Oregon, until 2008.
Bernie jokingly stated in
an interview with the East
Oregonian newspaper in
2008 that his chose pharma-
cy over journalism because
journalism would have forced
him to attend the University
of Oregon, where the devot-
ed OSU Beavers fan clearly
stated, “No, I don’t want to
March 18, 1923-October 12, 2016
go there.”
During his
years as a
businessman
he was very
active in his
community
and received
many awards for per-
sonal and professional
dedication to his com-
munity and career. He
received the Hermis-
ton Chamber of Com-
merce Business Man
of the Year award in
1974, Retailer of the
Year in 1984, 1969 Herm-
iston Jaycees Distinguished
Service Award and in 1979
he was named president of
the Oregon Pharmacy Asso-
ciation. He received the Phar-
macy Leadership Award for
1978-79 from the National
Association of Retail Drug-
gists. In 1969 he received the
AH Robbins Award for Out-
standing Community Service
in Pharmacy.
Bernie served as chairman
of the Hermiston City Plan-
ning Commission from 1975-
1997. He was recognized by
the city of Hermiston for pro-
viding 29 years to the Plan-
ning Commission. He was on
the Budget Committee from
1966-1968, and the Planning
Commission from 1971-
1997. Bernie was an elder and
long-time member of the First
Christian Church in Hermis-
ton, and a lifetime member of
the Masonic Lodge #138. He
was also a member of the Ki-
wanis Club, where he served
as president in 1967.
Bernie enjoyed hunting,
fishing, trap shooting, RV
camping, watching his chil-
dren, nieces and nephews
play sports and he loved the
Oregon State University Bea-
vers.
He was preceded in death
by his parents and his son-in-
law Gary Lovell.
He is survived by his wife
of 63 years, Kathryn of Herm-
iston; children Steve Carper
of Moses Lake, Wash., Car-
olleen Lovell of Hermiston
and Jeff Carper and his fiancé
Warrine, from whom he also
acquired one great-grand-
daughter, Kalissa Cambell of
Hermiston; and brother Ver-
non Carper and his wife Fay
of Lewiston, Idaho.
A memorial service will
be held on Wednesday, Octo-
ber 26, 2016, at 11 a.m. at the

PUBLIC SAFETY LOG
Carl F. Pe-
ters was born
in Enosburg
Falls, Ver-
mont,
on
March 18,
1923, and
died at home
in Manzanita, Ore-
gon, at the age of 93,
October 12, 2016.
Carl married his
wife Ione Harwood
while in the Air
Corps. They had
four children, Mar- Peters
sha (Tom) Eiguren,
Susan Hodge, Mike Pe-
ters (Kathleen), and Joan
Morisky (Steve). Carl had
eight grandchildren and
seven great-grandchildren.
Wife Ione and daughter
Marsha preceded Carl in
death.
Carl made this journey
from Vermont to Manzanita
and Manzanita to Vermont
countless times in his life.
If Carl was taking his fami-
ly, he drove to Vermont and
in later years he took the
train. The trips to Vermont
meant he brought home lots
of maple sugar candy and
real maple syrup, which he
gave away as gifts. Almost
every trip was accompanied
by a side trip to Montreal.
There he would visit Saint
Joseph’s Oratory of Mount
Royal and honor Brother
Andre. He was actually at
Mount Royal with family
when Brother An-
dre became a
saint.
On January
1, 2008, Carl
married Patty
Rinehart and
they enjoyed
every minute of their
time together. Pat-
ty made those trips
with Carl from Man-
zanita to Vermont
and back to Manza-
nita. Always event-
ful and always fun
in hindsight.
Carl loved his church,
St. Mary’s in Rockaway
Beach, he loved his fam-
ily, and he loved friends
in Manzanita. He wanted
to honor the hospice in
Tillamook County for his
special care, his friends
from church and Manza-
nita Grocery who made it
possible for him to stay
at home during his final
days. Instead of flowers
Carl wished contribu-
tions could be made to
St. Mary’s in Rockaway
Beach, 275 Pacific St.,
97136.
A service with military
honors was held at Willa-
mette National Cemetery in
Portland, Oregon, on Octo-
ber 24, 2016. A memorial
service will be held at St.
Mary’s Church in Rocka-
way Beach on December 3
at 11 a.m.
