The Oregon Department of Agriculture ((ODA) has received an
Application to Register (ATR) to the Oregon Confined Animal
Feeding Operation (CAFO) Individual National Pollutant
Discharge Elimination System (NPDES) Permit. The application
is for a new large federally defined CAFO dairy operation, Lost
Valley Ranch, owned and operated by Greg te Velde; mailing
address: PO Box 1210, Boardman, Oregon 97818, Phone (509)
201-0560. The proposed CAFO facility will be located on
Homestead Lane 1.5 miles east of the intersection of
Homestead Lane and Poleline Rd. in Hermiston, Oregon 97838
in Morrow County.
The proposed Permit was noticed on June 28, 2016 and the
department held a public hearing in Boardman, Oregon on July
28, 2016. The comment period closed on August 4, 2016. On
September 23, 2016, the agency received a request to extend
the public comment period. Persons who submitted comments
during the original comment period that ended on August 4,
2016 do not need to re-submit those comments.
A copy of the ATR, Land Use Compatibility Statement and
Animal Waste Management Plan, submitted by the applicant
and the NPDES individual CAFO Permit and Permit Fact Sheet
