with Hospice Care.
Bob was born Brown
May 31, 1928, in
Klamath Falls, Oregon, to
Raymond C. Brown and
Goldie P. (Sparks) Brown.
The family soon moved to
La Grande and later to a
farm in Irrigon.
When Bob was in low-
er grade school, his father
nearly lost an arm when
dragged through a barbed
wire fence by a runaway
horse. Bob’s parents later
divorced, and he and his
sister Jean lived with their
mother, stepfather Floyd
Provancha and stepsisters,
¿rst in the (ugene area and
then various places and
states picking crops. This
resulted in attending many
different schools each year.
In 1941, from Twin Falls,
Idaho, the family moved
back to the farm in Irrigon,
which was owned by Bob’s
Grandfather Sparks.
It was in Irrigon that he
met future wife (llen Fra-
ser, who moved there from
Idaho in 1942, since her
father had started work the
year before at the Umatilla
Ordnance Depot.
Bob graduated in 1947
from Irrigon High School
and started classes that fall
at (astern Oregon Col-
lege in La Grande, where
he earned his bachelor’s
degree in elementary edu-
cation and later a master’s
degree. During the years at
(astern Oregon College,
he served in the National
Guard.
Bob managed Hermis-
ton’s Head Start summer
program during some years
between 1951-1983 when
he was an elementary teach-
er in Hermiston School
District #8. Various grade
levels were taught at West
Park, Rocky Heights, and
Highland Hills. While at
July 14, 1942-Feb. 25, 2016
West Park School,
he was a Boy
Scout
lead-
er from stu-
dents in high
school.
Until Bob’s
rapid decline
in health, which in-
cluded a painful in-
operable spine and
shoulders, he was able
to be an active mem-
ber for First Christian
Church.
Bob’s hobbies/
special
interests
included ¿shing with
friends and family Àying
camping; hiking and back-
packing, especially in the
Wallowa Mountains and
Mount Rainier; climbing
Mount Hood in 1974 with
wife (llen and son Daryl;
operating a small sailboat in
the 1980s; learning Morse
Code and becoming a ham
operator; bow-hunting with
friends; Boy Scout lead-
er (high school age); doing
woodworking, building and
installing cabinets and work-
benches in the garage and
shop; doing photography;
and being an avid reader.
Bob is survived by wife
(llen; daughter Vickie
Hartley; son Daryl Brown;
six grandchildren: Jeff (As-
tri) Brown, Matt (Leslie)
Brown, Scott Brown, (ric
Brown, Angela Hartley and
Jason Hartley; daughters-
in-law Peggy Brown and
Sue Brown; sister Jean Pin-
ney; stepsister Patty Smith;
and several cousins.
Preceding Bob in death
were his parents, stepfather
Floyd Provancha, stepsis-
ters Mary Joyce, Donna and
Barbara; and his son Gary.
A Celebration on Life
service will be held March
12, 2016, at the First Chris-
tian Church in Hermiston,
Oregon, at 11:00 a.m. A pri-
vate family burial was held
at the Hermiston Cemetery.

Charles R. “Chuck” Hall, 73, of Hermiston died Thurs-
day, Feb. 25, 2016, in Milton-Freewater. He was born
July 14, 1942, in Baker City. A celebration of life service

of Latter-day Saints, Hermiston. Arrangements are with

$190 fine and $2,250 fine-suspended
for each count, plus court assess-
ment; pleaded guilty to Assault IV;
sentenced to 3 years probation, $40
fine, $1,650 fine-suspended and 1 year
driver’s license suspension, plus court
costs and fees; pleaded guilty to DUII;
sentenced to 180 days jail-suspended,
3 years probation, $685 fine and 1
year driver’s license suspension, plus
court costs and fees; pleaded guilty
to Burglary II; sentenced to 3 years
probation, 180 sanction units, 90
maximum jail units, $190 fine and
$2,250 fine-suspended, plus court
assessment.
•Rodney Dean Cearns, 24, Uma-
tilla, pleaded no contest to Assault of
Public Safety Oicer; sentenced to 18
months Oregon Dept. of Corrections,
2 year post-prison supervision and
$140 fine, plus court costs and fees;
pleaded no contest to two counts of
Assault IV-domestic violence (felony);
sentenced to 18 months Oregon Dept.
of Corrections, 2 years post-prison
supervision and $140 fine for each
count, plus court assessment; pleaded
no contest to Attempted Assault IV;
sentenced to $940 fine plus court
assessment.
•Amanda Lorraine Davis, 30,
Pendleton, pleaded guilty to Posses-
sion of Methamphetamine; sentenced
to 18 months probation, 90 sanction
units, 30 maximum jail units, 100
hours community service, $140 fine,
$2,300 fine-suspended and 6 months
driver’s license suspension.
•Austin Lonnie Black, 22, Echo,
pleaded guilty to Attempted Assault
II; sentenced to 25 months Oregon
Dept. of Corrections, 2 years post-pris-
on supervision and $140 fine, plus
court assessment.
•Anthony Len Haigh, 21, Stanfield,
pleaded guilty to Driving While Sus-
pended (felony) and Failure to Appear
I; sentenced to $140 fine plus court
assessment for each count; pleaded
guilty to ; sentenced to a second count
of Driving While Suspended (felony);
sentenced to 6 months Oregon Dept.
of Corrections, 2 years post-prison
supervision and $140 fine, plus court
assessment.
MISDEMEANOR
•Joseph Chase Cyr, 31, Umatilla,
pleaded guilty to Failure to Appear II;
sentenced to $40 fine plus court costs
and fees; was convicted of Contempt
of Court-punitive; sentenced to $100
fine.
•Abigail Dulce Delgadillo, 24,
Irrigon, pleaded guilty to Theft II; sen-
tenced to 180 days jail-suspended, 2
years probation, 40 hours community
service, $440 fine and $1,250 fine-sus-
pended, plus court costs and fees.
•Holly Rae Prock, 34, Hermis-
ton, pleaded guilty to Interfering
With Making Report; sentenced to
180 days jail-suspended, 2 years
probation, $40 fine and $1,650
fine-suspended, plus court costs
and fees; pleaded guilty to Physical
Harassment; sentenced to 90 days
jail-suspended, 2 years probation, 30
hours community service, $40 fine
and $900 fine-suspended, plus court

MONDAY, MARCH 7
HFES Medical Calls - 10
HFES motor vehicle accidents - 1
11:37 a.m. - HFES responded to
a motor vehicle accident involving
a black sports car and an industrial
crane truck. Hermiston crews were
able to direct traic at the scene and
move vehicles out of the roadway.
After mitigation of incident and pt
contact Scene was released to Umatil-
la County Sheriff’s Oice.
11:27 a.m. - Hermiston police
responded to a report of shoplifting at
the Dollar Tree Store on Highway 395.
11:51 a.m. - Hermiston police
received a 9-1-1 report of a male
hitting a female in the parking lot of a
U.S. Cellular store.
12:54 - An employee of Taco Bell,
1677 N. First St., Hermiston, told police
the manager kept her paycheck.
1:09 p.m. - The buyer of a 1973
Ford Thunderbird told Hermiston
police he paid for the car but the seller
refused to give it to him.
1:43 p.m. - A Hermiston-area man
reported his wife came to the home
at about 12:20 p.m. and “went crazy.”
She pushed him, scratched his neck,
tried tackling him, he said, and he
had to physically remove her from the
home. She then left in a champagne
Toyota Camry.
1:38 p.m. - Pendleton police
responded to a report of a man
shoving a woman outside a home on
Southwest Marshall Avenue.
4:07 p.m. - Hermiston fire
responded to a out of control burn
and arrived to find about a 5 acre lot
in Hermiston. The resident reported
he was burning a small pile of brush/
tree limbs when the wind picked up
and the fire became out of control.
The area was used to store all types
of items and rubbish, with many tall
trees and brush. Many types of items
become involved in fire and appears
to have gone in different directions
due to wind shifts.
6:46 p.m. - A high school student
hit the side of the Dutch Brothers
building.
8:40 p.m. - Hermiston Fire &
Emergency Services was called
for a possible methamphetamine
overdose.
SUNDAY, MARCH 6
HFES medical calls - 8
HFES motor vehicle accidents - 2
12:50 a.m. - Police looked for but
did not find a possibly intoxicated
male who stood on planters at Main
Street Market, 255 S. Main St., Stan-
field, and dodged in and out of traic.
1:20 a.m. - Hermiston Fire
responded to a motor vehicle accident
on Punkin Center and Diagonal Road.
Oicials found a 2012 Black Dodge
Charger on its top in the ditch along-
side the northbound lane of Diagonal
about 1/4 mile north of the Punkin/
Diagonal intersection.
1:23 a.m. - Residents on West
Hermiston Avenue, Hermiston, woke
up and called 9-1-1 because three
males fought in a front yard.
2 a.m. - A woman reported some-
one shot out her window and then a
vehicle left at Vista Mobile Home Park,
1800 N.E. 10th St., Hermiston,
8:12 a.m. - A caller complained to
Pendleton police about 10-12 mem-
bers of the downtown CrossFit gym
running westbound in the middle of
Dorion Avenue, which is a one-way
street eastbound.
8:50 a.m. - Two Doberman
Pinschers attempted to attack a man
on Southwest 12th Drive, Pendleton,
as he got into his vehicle.
11:16 a.m. - Pendleton police re-
ceived a report of a male riding a bike
and pulling what looks like a covered
wagon in the middle of downtown
Main Street.
11:55 a.m. - A Boardman woman
reported someone attacked her the
previous night and took her pills,
wallet, purse and more.
1:52 p.m. - A father told the
Morrow County Sheriff’s Oice his
16-year-old daughter reported her
mother’s boyfriend pushed her and
the mother near Heppner, and the
mother hit her head but seemed fine.
The daughter, though, wanted to
speak to a deputy.
3:29 p.m. - A Pendleton mother
told police a male has been harassing
her and threatening her daughter on
Facebook.
5:47 p.m. - A guest at Motel 6, 325
S.E. Nye Ave., Pendleton, tried to kick
down a door.
SATURDAY, MARCH 5
HFES medical calls - 12
HFES motor vehicle accidents - 0
12:11 a.m. - A caller reported
vehicles racing at 80-90 mph on
Diagonal Boulevard and North Ott
Road, Hermiston.
12:57 a.m. - A woman reported a
man was helping her husband move
belongings to a Stanfield storage shed
when police arrested her husband and
the helper then took her things. She
also said she called and texted him
but he replied she was harassing him.
1:20 a.m. - A caller from Wallace
Drilling, 3103 S. Ott Road, Hermiston,
reported an employee’s girlfriend
may have stolen another employee’s
laptop computer.
1:50 a.m. - A Umatilla woman told
police her ex-boyfriend kicked in her
door on Tyler Avenue and she forced
him out. She called police at 9:55 a.m.
and reported someone slashed tires
on her vehicle.
6:03 p.m. - Ambulance dispatched
to report of a man trapped under a
camp trailer. Bystanders advised he
had been working underneath the
trailer attempting to fix the axles of
the trailer when whatever had been
holding it up gave way, hitting him
and forcing his head towards his
knees. Neighbors and bystanders
helped jack up the trailer and put new
blocks under the trailer.
9 p.m. - One heavy set male
and one slimmer male damaged a
bathroom at Crossroads Truck Stop,
2020 Highway 730, Umatilla, before
leaving in a gray Honda Accord with
Washington plates.
11:42 p.m. - Someone in a
slow-going vehicle shined a spotlight
on houses on Powerline Road,
Hermiston.
FRIDAY, MARCH 4
HFES medical calls - 7
HFES motor vehicle accidents -1
6:56 a.m. - A Hermiston man told
police his wife assaulted him, then he
hung up.
11:42 a.m. - A man told Umatilla
police he bought a camper from
someone who acted suspiciously, so
he thought maybe the trailer might
be stolen.
3:34 p.m. - An employee of
Westend Radio Co., doing business as
KOHU & The Q, Hermiston, reported a
male has been harassing her at work
and sending inappropriate texts.
4:33 p.m. - A woman on Baxter
Road, Hermiston, reported a man took
